CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE MEETING <br />APRIL 19, 2004 <br />MINUTES <br />I. ROLL.CALL: <br />Chairwoman Giesser called the meeting to order at 7:00 p.m. <br />PRESENT: Chairwoman R. Giesser and Board members M. Ubaldi and W. Hohmann. <br />ALSO PRESENT: Assistant Law Director O'Malley, Fire Chief Klecan, Assistant Fire Chief <br />Robertson and Clerk of Commission D. Rote. <br />H. DISPOSITION OF MINUTES: <br />The Civil Service minutes of March 15, 2004 are submitted for approval. <br />R. Giesser moved to approve the minutes as written. M. Ubaldi seconded the motion, which <br />was unanimously approved. <br />Ms. Giesser advised that the commission would address the handbook first. <br />III. CORRESPONDENCE: <br />There were 17 items of correspondence received and 3 pieces of correspondence sent out. <br />Mr. Ubaldi reviewed a suggested timeline for updating the Civil Service Handbook. He felt that <br />with his timeline the book could be completely updated by the end of the year. <br />IV. OLD BUSINESS: <br />1. Civil Service Handbook entry-level Police and Fire sections. <br />Ms. Giesser questioned agility tests information requested. Asst. Chief Robertson reviewed that Tri <br />C developed an agility program, which offers a fire agility test once a month for $50.00 a person. <br />They require applicants to sign a waver and have a photo ID to take the test. They also offer a <br />preparation class for the agility test at an additional charge, which anyone can take. The fire <br />department feels that the combat challenge that is administered by the collage is more job related <br />then what has been given in the past. The fire department would like to see candidates take the <br />agility test once the written list is created. It would be up to the candidates to make sure that at the <br />time of appointment their agility certification is valid. The fire department would like to see the <br />agility passing time set at 4.5 minutes. Mr. O'Malley advised that past practice has been that the <br />agility is administered after the written exam and is a pass or fail test. He inquired if the certification <br />cards list the candidates passing time. It was not sure if the completion time was listed on the <br />certificate. <br />They would also like to see the candidates for the test have their paramedic certification prior to <br />taking the written test. The clerk requested the Commissioners look at rewording the Civil Service <br />Handbook so that it requires the applicant to include a copy of their certification in the application <br />packet. Mr. Ubaldi will work in conjunction with the Law Department to construct new wording for <br />the Civil Service Handbook for entry-level police and fire department requirements. The <br />commission will supply everyone new wording for the book to review prior to the next meeting so <br />at the next meeting the wording can be discussed. <br />
