Commission and came to discuss these issues related to the position in terms of classification. Before the <br />position is created by Council it needs to be determined whether a position is classified or unclassified <br />under the charter. Mr. Hohmann asked Mr. O'Malley if he is convinced both positions should be <br />classified. Mr. O'Malley said no, he does not think the Secretary I / Civil Service Secretary would be <br />classified. It is unclassified under the charter; there is no doubt about that. There was further discussion <br />about the terms division heads and department heads and the confusion it creates. Mr. Ubaldi said he <br />would like to see an organizational chart. Mrs. Farver indicated an organizational chart is being worked <br />on. They had an intern several years ago who went through all the legislation and gave them a history. <br />There were organizational charts in her office when she started but there was no history there. So they <br />need to go back. Mr. Ubaldi said he would like to go back to Civil Service minutes to see what is there. <br />Mrs. Giesser asked to have a final decision on Mr. Bingelli's question to the Commission put on the <br />agenda for the next meeting. Ms. Farver said that Mr. Bingelli had a very logical question for the <br />Commission well over a year ago; he asked whether or not his position is classified or not. Mr. O'Malley <br />said Mr. Bingelli seems to be a working foreman, a step beneath the assistant superintendent at the Waste <br />Water Treatment Plant (WWTP). Mr. Hohmann asked how the question came about. Mrs. Giesser <br />indicated that Mr. Bingelli had been talking to people in other cities that had the same job and some were <br />unclassified but most were classified. She said the Commission put him off and decided to make his <br />request part of a comprehensive review and it has taken too long. Mrs. Giesser asked Mrs. Kilbane to <br />look through past Civil Service material and provide some background to Mr. Hohmann regarding Mr. <br />Bingelli. She suggested sending a note to Ms. Farver and Mr. Bingelli's supervisor indicating the <br />Commission is going to make a decision at its next meeting and inviting them to submit written comments <br />or attend the meeting. She added that Mr. Bingelli should be notified as well. Mr. Hohmann said it seems <br />from what he's heard and seen in documents that Mr. Bingelli would be classified. Ms. Farver said <br />logically it appears so. Mr. O'Malley said the position may not have been on the books and was not well <br />described. Ms. Farver said they need to have the superintendent, Mr. O'Malley, the Service Director and <br />herself look at the job description to make sure it's accurate and reflects the tasks and responsibilities that <br />position has and give that information to the Commission. Mr. Hohmann said it seems if the position does <br />not currently fit anywhere then it would automatically be classified. He said why spend hours and hours if <br />it is going to end up classified anyway. The focus should be describing the position and its duties. Ms. <br />Farver said that is what she and Mr. O'Malley are going to do. Mr. O'Malley said he thinks one of the <br />reasons for this is that Mr. Bingelli may have come out of the rank and file and may have previously been <br />considered among the unskilled laborers which were unclassified. The concept of an unskilled laborer is <br />not very well defined and the reasoning for the use of that term in the charter, to weed out classified from <br />unclassified, is not very clear. Mrs. Giesser said she recalls other positions in the WWTP that might not <br />be categorized classified or unclassified; they are also in limbo. They were looking at that at one point. <br />There are other positions out there that the Commission has not said yes or no to. They just evolved. <br />They really should say yes or no. Mrs. Giesser said it is something Mrs. Farver and Mr. O'Malley will be <br />working on. Mr. O'Malley said it works well that the Civil Service Commission is connected to the <br />Personnel Department to some degree. Personnel can help keep the Commission's authority in tact. Mrs. <br />Giesser said it is great that Ms. Farver came to the Commission to inform them they hope to create new <br />positions and down the line others should do that. In theory if they get every position taken care of now, <br />that is on the books, if Ms. Farver comes to them each time a position is created, they can take it one at a <br />time and have this whole thing solved. Mr. Bingelli's innocent question has triggered this review. Mrs. <br />Giesser thanked Ms. Farver for her attendance and input at the meeting. Ms. Farver thar-Aced her for <br />addressing her issues first on the agenda. <br />VI.
