Service protection is more for the front end protection and the Union is protection for the back end. <br />A general discussion followed concerning promotions, organizational chart, comp time and fair <br />labor standards. Mr. Ubaldi indicated that he has a definition of unskilled work, semi -skilled <br />work and skilled work from Barnard vs Thomas Skotas. "Unskilled work is work which needs little <br />or no judgment to do simply duties that can be learned on the job in a short period of time. The job <br />may or may not require considerable strength. For example: we consider jobs unskilled if the <br />primary work duties are handling, feeding and off barring that is placing or removing materials <br />from machines which are automatic or operated by others or a machine attending and a person can <br />usually learn to do the job in thirty days and a little specific location preparation in judgment are <br />needed. A person does not gain work skills by doing unskilled jobs. Semi -skilled work is work <br />which needs some skills but does not require doing more complex work duties. Semi -skill jobs may <br />require alertness and close attention to watching a machine process or inspecting, testing or <br />otherwise looking for any irregularities. For attending or guarding equipment, property, materials <br />or persons against lost, damage or injury or other types of activities which are similar than less <br />complex than skilled work but more complex than unskilled work. A job maybe classified as semi- <br />skilled work coordination and dexterity and necessary when hands are and feet must be moved <br />quickly to do competitive tasks." Mr. Hohmann questioned Mr. Ubaldi about unskilled and semi- <br />skilled work as unclassified and skilled work classified. Mr. Ubaldi advised that is his assumption <br />according to the job classifications. Mr. Ubaldi advised the Commission of his determination of job <br />classifications by the list provided by Cheryl Farver. A general discussion followed concerning <br />Assistant Directors. Mr. O'Malley indicated that it is a conflict of interest due to the fact that he is <br />the Assistant Law Director. Mr. Hohmann asked Mr. O'Malley other than the Mayor and the Law <br />Director, what other city officials are elected besides Council. Mr. O'Malley indicated the Finance <br />and Law Directors. All the other Directors are appointed by the Mayor. Mrs. Giesser advised that <br />the Assistant Law Director, the Assistant Finance Director and the Assistant Human Resources <br />Director shall be classified. Mr. Limpert, the Director of Safety, stopped in at the meeting. Mrs. <br />Giesser asked Mr. Limpert if the Springvale Facilities Manager reports to him and if it is a Division. <br />Mr. Limpert indicated "yes, there are five (5) Divisions under Public Safety: Springvale, <br />Recreation Center, Building, Police and Fire". He also indicated that there are four (4) Divisions <br />under Service: Fleet, WWTP, Road Crew (Forestry and Road) and Engineering. Mrs. Giesser is <br />interested in filling in the holes and going by the Charter. Mr. O'Malley advised that the reason for <br />the holes is that the Civil Service Commission in the past, may not have been advised by Council or <br />the Administration on what their mission is or what the Administration would like to accomplish. <br />Mr. Limpert suggested the list of job classifications be given to the Directors first and then they can <br />analyze the list and offer any advice they may have. Mrs. Giesser also suggested a memo sent, <br />along with the preliminary list, from the Civil Service Commissioners to all Directors concerning <br />the classifications. Mr. Ubaldi indicated that the Directors can respond before the next meeting and <br />then the list can be finalized at that time. . <br />Review of Rule IV Section 2, and Rule IX of the Civil Service Rules and Regulations <br />Mr. O'Malley's draft proposal and amendment for the rule change <br />Mr. Ubaldi recommended tabling the review of Rule IV Section 2 and Rule IX of the Civil Service <br />Rules and Regulations and Mr. O'Malley's draft proposal and amendment for the rule change. <br />V.
