CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES — OCTOBER 17, 2005 <br />7:00 P.M. <br />I. ROLL CALL: Chairperson R. Giesser called the meeting to order at 7:10 pm <br />PRESENT: R. Giesser, M. Ubaldi, and W. Hohmann <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated September 19, 2005 has been suhmitted for approval. <br />Mrs. Geisser made a motion to accept the minutes as submitted. The motion was seconded by <br />Mr. Ubaldi and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 3 items of correspondence received and I item of correspondence sent out by the Civil <br />Service Commission. <br />Mrs. Gieser questioned Mrs. Eccleston about the OPAC testing software that is up for renewal in 90 <br />days. Mrs. Eccleston will check into the matter. Mr. Ubaldi indicated that they looked into this last <br />year and found justification to renew the software. A general discussion followed concerning <br />secretary exam, new hires, license rate, additional services provided, license update, and actual <br />amount. Mr. Hohmann indicated that the cost is unclear. Mrs. Giesser asked Mrs. Eccleston to <br />work with Mr. O'Malley to see that the necessary steps are'taken for this renewal. Mrs. Giesser <br />discussed the second item of correspondence and advised the Commission about their busy schedule <br />for next year, including the promotional exams stated in Chief Ruple's memo for the beginning of <br />2006. Mr. Hohmann inquired if promotional testing is offered at the same time for the Chief, <br />Captain, Lieutenant, and Sergeant. Mrs. Giesser advised no, but if one leaves it creates a domino <br />affect. A general discussion followed concerning promotional openings, who can apply, budget <br />requirement, cost of services, and time requirements. Mrs. Giesser advised the Commissioners will <br />need to set a budget early in the year and Mrs. Eccleston will contact Pat Ramsay & Associates in <br />Akron and OACP to advise them, for budget purposes, the Civil Service Commission anticipates <br />promotional testing in 2006 and will need estimates for written and oral assessments. Mrs. Giesser <br />inquired if there is any other correspondence that the Commission would like to discuss. Mr. <br />Hohmann inquired about the letter from Derek Buchanan, an applicant for a patrolman. Mr. <br />O'Malley questioned if we have a standard form letter to respond to applicants applying for a police <br />officer position that are not on the Entry -Level list. Mr. Hohmann said we do not have a form letter <br />and that the Police Department responded advising the applicant that the Entry -Level list is in effect <br />until November 29, 2006 and if he would have any questions, to contact the Civil Service <br />Commission directly. Mrs. Eccleston advised the Commission that Gary Durbin, City Engineer, had <br />resigned. <br />
