Mrs. Copfer the Commission followed the Charter. Mrs. Giesser indicated that Mrs. Copfer can <br />talk to the Charter Review Board. _Mrs. Giesser advised the Commission did not use the CDL <br />license to classify Laborer C. Mr. Ubaldi indicated that the Commission wanted to be consistent <br />and was looking at the job descriptions and would like to adopt the job classification list at this <br />meeting. A general discussion followed concerning the job classification list, labor management <br />issues, posting list and notification to all employees. <br />Mrs. Giesser made a motion to send a memo to all employees of the City of North Olmsted <br />attaching the list of positions and their determinations. The Commission will be voting on the <br />list at the next regular meeting in November and if anyone has any comments, to submit them <br />in writing within two weeks. Mr. Hohmann seconded the motion. Roll call on the motion: <br />Mr. Ubaldi; no, Mr. Hohmann; yes and Mrs. Giesser; yes. Motion carried. <br />Mr. O'Malley's draftproposal and amendmentfor the rule change <br />Mrs. Giesser advised Mr. O'Malley's draft proposal is in reference for sending additional names to <br />the Appointing Authority. Mr. Hohmann inquired if the Commission has the certified top five <br />names on the eligibility list and if there is a vacancy, can the Commission automatically certify the <br />next name. A general discussion followed concerning using or failure to use names, withdraw <br />under duress or voluntarily, different case scenarios, certification of name(s) and special meetings. <br />Mr. O'Malley indicated that the list is a certified ranking list and the top five names are certified. <br />The word is used in different context. Mrs. Giesser believes that Mr. O'Malley's proposal indicates <br />that a special meeting cannot be avoided. Mr. O'Malley indicated that Rule VII is the eligible list <br />and talks about certifying the list, being. disqualified, and removed from the list as opposed to <br />section 9 as to how a person may withdraw their name. Rule VIII addresses the issue of getting <br />another name out. Mr. O'Malley indicated as it stands now, it is up to the Appointing Authority to <br />advise the Commission for the next name. Mr. Hohmann feels that this whole process is slowed <br />down due to having a special meeting to certify the next name and having the secretary release a <br />copy of the application packet. Mrs. Giesser advised that in theory, the way the rules are written, <br />the whole application packet should not be released to the Appointing Authority until the <br />commission certifies the next name. A general discussion followed concerning a motion to pass the <br />draft proposal, application packets sent to the Appointing Authority prior to certification, and a <br />candidate's name automatically being sent to the Appointing Authority. Mr. Ubaldi suggests <br />having that special meeting would be beneficial instead of just sending over another name <br />automatically. Mr. O'Malley suggested to Mrs. Giesser leave the reasons for removing a name <br />from the list under Rule VII, section 9, and separating the distribution of the packet and certification <br />of another name to Rule VIII, section 2c. Mr. O'Malley recommends retreating from the proposal <br />and reviewing the proposal with the proper language. <br />V. NEW BUSINESS: <br />Shaun Kasza is now ranked #S on the firefighters ranking List for Entry -Level due to the two <br />new hires. A motion is needed. <br />Mr. Ubaldi suggested if the Commission certifies Shaun Kasza then the top four candidates needs to <br />be certified as well. Mr. O'Malley questioned if we are reporting Shaun Kasza to the Appointing <br />Authority for interviewing or just to give him a new rank. Mrs. Giesser advised that we now have <br />four candidates because of the hire. Mrs. Giesser questioned if the Appointing Authority has a <br />position open and if not, do we need to certify Shaun Kasza and rank him as number five.
