R ULE IV <br />SCORING —PROTESTS - RANKING <br />Section 1: Grading, Protest and Inspection Procedure, Posting of Ranking and Notification <br />The written examination papers of each candidate shall be graded by an outside scoring <br />company. The passing score for the examination shall be determined by the Commission <br />prior to the identification of the candidates. <br />a. After an entry level examination has been held, each candidate shall be notified by mail as <br />to the grade achieved. All rules and regulations regarding the process for examination <br />protest, if any, and the inspection, if any, of questions, ratings keys or answers to the <br />examination shall be included with the notice of grade. <br />b. After a written promotional examination has been held, each candidate shall have a period <br />of five (5) days, exclusive of Saturdays, Sundays, and holidays, to inspect the questions and <br />the rating keys or answers to the examination and to file any protest deemed advisable. <br />These protests shall be in writing and the candidate shall have the right to support the <br />protest with any pertinent written materials. The names of the candidates submitting <br />protest shall remain anonymous to the Commission. All protests with respect to said rating <br />keys or answers shall be determined by the Commission within a period of not more than <br />five (5) days, exclusive of Saturdays, Sundays, and holidays. The Commission shall make <br />such changes as it deems to be warranted, and the Commission's decision shall be final. If <br />the Commission finds an error in the rating keys or answers, it shall publish a revised <br />rating key with five (5) days of its finding of such error(s). The revised rating key or <br />answer shall then be available to candidates for a period of five (5) days, exclusive of <br />Saturdays, Sundays, and holidays, subsequent to such determination or error(s). <br />c. After the grading of such examination papers, any candidate in the examination who deems <br />his/hers examination papers have been erroneously graded, shall have the right to appeal to <br />the Commission, and said appeal or appeals shall be heard by the Commission. <br />d. A ranked list for entry-level and promotional exams shall be posted in the Civil Service <br />Office. <br />Section 2: Tie Score Entry -Level <br />In the event two or more applicants receive the same final score in an entry-level <br />examination, the order in which their names shall be placed on the eligible list shall be <br />determined in accordance with the following priorities listed in descending order. <br />a. Veteran over non -veteran. <br />b. Priority in time of filing the application with the Commission (stamped received time <br />and date on application packet). <br />c. Earliest time recorded for the completion of written test. <br />d. Test of signature of application. <br />e. Coin toss by Civil Service Commission. <br />
