RULE VIII <br />APPOINTMENT FROMAN ELIGIBLE LIST <br />Section 1: Commencement of Appointment Process <br />a. Whenever a vacancy occurs for a classified position, the appointing authority shall <br />notify the Civil Service Commission. The Commission shall, except as otherwise <br />provided within the Ohio Revised Code Sections 124.44 and 124.45, certify to the <br />appointing authority the names, addresses, and rankings of the five (5) highest <br />applicants on the eligible list for the position. <br />b. An eligible person may be certified to the appointing authority for more than one <br />concurrently vacant entry-level position. The Commission shall not certify an eligible <br />person to the appointing authority more than five (5) times. <br />c. If there is no valid eligible list for the position, the Commission shall conduct a test for <br />a new eligible list. <br />Section 2: Appointment Process <br />a. All original and promotional appointments to positions within the classified service <br />shall be made from names certified by the Commission. <br />b. Prior to the completion for the entry-level appointment process, the Commission may <br />certify additional applicants from the eligible list, selected in descending order of <br />ranking, so that the appointing authority may select from at least five (5) names for each <br />vacancy. <br />c. If the appointing authority declines to make an appointment from the names certified by <br />the Commission, the appointing authority shall provide the Commission with its <br />justification and such additional information that the Commission may require. <br />d. Upon filling a vacancy, the appointing authority shall immediately notify the <br />Commission in writing of the name of the appointee, the title of the position, the duties <br />and responsibilities of the position, the starting salary and/or other compensation for the <br />position, and such other information relating to the position that the Commission may <br />require of the appointing authority. <br />
