I. <br />II. <br />1 <br />CITY OF NORTH OLMSTED\� <br />CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES — JANUARY 23, 2006 <br />7:00 P.M. <br />ROLL CALL: Acting Chairman M. Ubaldi called the meeting to order at 7:05 p.m. <br />PRESENT: M. Ubaldi, W. Hohmann, and K. Zolar <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston <br />DISPOSITION OF MINUTES: <br />The Civil Service minutes dated November 21, 2005 have been submitted for approval. <br />Mr. Ubaldi inquired if anyone had any comments concerning the minutes and there were none. Mr. <br />Ubaldi pointed out a few changes. <br />Mr. Ubaldi made a motion to approve the minutes with the few changes. Mr. Hohmann <br />seconded the motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 4 items of correspondence received and no items of correspondence sent out by the <br />Civil Service Commission. <br />Mr. Ubaldi advised the correspondence pertains to a firefighter's and a correction officer's <br />resignation. There will be a need to certify five (5) names for the firefighter and interview qualified <br />candidates for the correction officer's position. Rule IX sections lb and 2b indicates the appointing <br />authority is authorized to make a provisional hire for the correction officer. A general discussion <br />followed concerning the job duties of the correction officer. Mr. O'Malley indicated that a <br />corrections officer is a jailer, does DUI testing, keep track of records and a number of <br />administrative requirements to keep the jail up to state standards, and process the prisoners when <br />they are booked. A general discussion followed concerning safety directors come and go and the <br />Chiefs are more acquainted with the institution and their own needs that they by pass the Safety <br />Director and contact Personnel or the Civil Service Commission. In order to make a provisional <br />hire, the Police Chief might be looking for assistance from Personnel publishing a notice or going <br />through certain procedures to post the job. But the decision making authority lies with the Safety <br />Director. Mr. Hohmann indicated there is a Correction Officer position open and the list expired in <br />2001. A general discussion followed concerning provisional or temporary appointment, and testing. <br />Historically, the Police Department had three (3) correction officers and Mr. O'Malley believes that <br />they have been running with two (2) as a result of a layoff. Mr. O'Malley indicated that he can <br />advise the Safety Director that he is the appointing authority for any Police hiring decisions that are <br />being considered. If the Safety Director makes the appointment, under Rule IX, he should notify <br />the Civil Service Commission. A general discussion followed concerning probationary status, <br />testing, provisional hiring, training, non -residency requirement, and pay scale. Mr. O'Malley <br />believes the e-mails from the Fire Department can be treated as a request for the names on the <br />eligibility list to be certified and the only concern is there cannot be any employment offers made <br />until the effective date of that retirement, however, they can start interviewing. Mr. O'Malley will <br />
