Mr. Ubaldi made a motion to amend Rule XII Section 3a to read "The probationary period <br />for entry-level firefighter and police candidates shall begin on the date of swearing in and <br />shall be in accordance with a standing Collective Bargaining Agreement: and absent direction <br />from a Collective Bargaining Agreement shall be in accordance with state law". Mr. <br />Hohmann seconded the motion and unanimously approved. <br />Mr. O'Malley's research of the contents of Rule XIV, Archives Active Files <br />Mr. Ubaldi discussed Rule XIV — Archives -Active Files and believes that the Commission has <br />language for this rule. Mr. O'Malley indicated the old language had information concerning the <br />records and can be the ground work for a records retention policy that may be explored of what to <br />keep active, storing files, when it is useful and no longer useful, and how much room there is to <br />keep all records. Mr. O'Malley suggested not abandoning all of the contents of Rule XIV because <br />this could be the basis of anticipation of creating a records retention schedule and presenting it to <br />the Records Commission so that the Commission can have authorization to get rid of records in a <br />certain time frame. A general discussion followed concerning Civil Service records in Personnel <br />and entry-level exams. Mr. Hohmann inquired if there is a state law. Mr. O'Malley responded that <br />state law indicates a city should have a Records Commission to review local records retention <br />policies and to advise what is going to be kept, for how long, and what will be destroyed. The <br />Records Commission has those policies reviewed and forwards them to the Ohio Historical Society. <br />Mr. O'Malley believes the Historical Society reviews them for historical purposes and if the <br />retention destruction policy is blessed by the Records Commission and not objected by the <br />Historical Society, you can proceed with the records according to that policy. Mr. Hohmann <br />inquired about the City's Records Commission. Mr. O'Malley indicated Ms. Farver is the <br />Chairperson. Mr. O'Malley indicated that the City may be utilizing some of the NOMBL space for <br />archives since there are so many archive records piling up in the basement of Old Towne Hall. <br />Mr. Ubaldi made a motion to accept Rule XIV as drafted. Mr. Hohmann seconded the motion <br />and unanimously approved. <br />Publish the revised Civil Service Rules and Regulations handbook <br />Mr. Ubaldi advised that there has not been a motion to publish the Civil Service Handbook. Mr. <br />Hohmann suggested having the Rules and Regulations printed first. Mr. O'Malley indicated there <br />are some items in the handbook that should be looked at before publishing. Mr. Ubaldi inquired to <br />Mrs. Eccleston if it would be possible to distribute to the Commission the revised handbook. Mr. <br />Ubaldi indicated that after the revisions are done from tonight's meeting to e-mail the handbook to <br />the Commissioners and Mr. O'Malley. <br />2006 Police Department Promotional Exams <br />Mr. Ubaldi discussed the budget and indicated before the meeting Mrs. Eccleston advised him that <br />it is the secretary's responsibility to draft a budget according to past procedures. Mrs. Eccleston <br />advised she would check with Mrs. Rote. Mr. O'Malley indicated that he felt that Mrs. Rote <br />prepared a draft budget because she was acquainted on what was going on and was anxious to <br />provide the Commission with what was expected for the new year. Mr. O'Malley indicated that the <br />budget includes salary, any projected testing, dues, and training. Mr. Hohmann inquired if there is <br />one more examination this year. Mr. Ubaldi indicated that Chief Ruple sent a notice to the <br />Commission forecasting a retirement and is anticipating promotional testing in all four (4) ranks. <br />Mr. O'Malley indicated that timing is essential for promotional testing. <br />
