suggestion of a disclaimer for a contract that is for the sole use of the City of North Olmsted Civil <br />Service Commission. Mr. Ubaldi indicated he can draft the information and have the Law <br />Department review it. Mr. O'Malley indicated past procedures that the Commission would solicit <br />and survey the testing companies, solicit a contract proposal, and would start the process for City <br />Hall's authorization to enter into the contract. <br />Mr. Ubaldi made a motion that the Civil Service Commission begins the creation and mailing <br />of a request for qualification to pertinent consultants that have or will respond to the initial <br />request in relations to the testing for the Corrections Officers. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />Review the Law Department's research on time span for testing a Corrections Officer. <br />Mr. O'Malley indicated that the Corrections Officer has a twelve (12) month probationary period, if <br />their performing work is covered by the collective bargaining agreement for a time period of less <br />than twelve (12) months or a time period equal to one half ( %) of the time period of the <br />probationary period whichever is a lesser period of time. Within the first six (6) months, the <br />employee is subject to testing in competition; after the six (6) month or within the twelve (12) <br />month period, the employee is just required to pass the test; absence of a test, after the twelve (12) <br />month period, employee becomes a permanent appointment. <br />Review Civil Service annual report. <br />Mr. Ubaldi reviewed the completed annual report with the Commission. A general discussion <br />followed concerning the report; appeals heard; the number of certification and appointments. <br />Mr. Hohmann made a motion to accept the Civil Service Report of Activities for the Calendar <br />Year of 2005. Mr. Ubaldi seconded the motion and unanimously approved. <br />V. NEW BUSINESS: <br />Review of the appointing authority's request to remove Migdelio Carmargo from the Police <br />Entry -Level Eligibility List pursuant to Rule VII, Section 8, a. <br />Mr. Ubaldi made a motion pursuant to a violation of Rule VII, Eligible List, Section 8, <br />Disqualification and Notice, sub -section a, "The eligible person's application contains a false <br />statement or a material omission", verified by the Safety Department that Migdelio <br />Carmargo's name be removed from the list. Mr. Hohmann seconded the motion and <br />unanimously approved. <br />Mr. Ubaldi indicated that a memo to the Safety Director, Tom Terbrack, was received from Chief <br />Ruple dated March 8, 2006 stating the removal of Migdelio Carmargo from the eligibility list <br />because he lied on his background information and provided false information. Attached was <br />information from Detective Branscum investigating Mr. Carmargo. Sergeant Bonnell and Detective <br />Branscum found information at the Avon Lake Police Department that Mr. Carmargo may have <br />passed a bad check or possibly a forgery offense. They also found out that he has applied at the <br />Cuyahoga Falls Police Department. They found that admissions confirmed the accusation and also <br />admissions to the narcotics, specifically marijuana, to which Mr. Carmargo denied on his <br />application. <br />
