On the basis of how the candidate <br />performed, a score is established; the three (3) facets to an assessments center are observation, <br />scoring and discussion. The procedure and cost for a written and oral assessment is as follows: <br />create a reading reference list and have the Chief review; reference books are selected; a list is <br />prepared with the current editions, purchase location, price, etc; the cost is $250 for each reference <br />on the list; the reference list is published for thirty (3 0) days minimum; a written test; a protest <br />period; a key copy of the test is left with the secretary along with her signed confidentiality <br />agreement; candidates review; given a protest sheet; protest sheets are faxed immediately to the <br />testing company; review; reports back with their recommendation; appeal period for written test; <br />after the written test, an oral assessment is scheduled; the Commission should decide and post in <br />advance if the candidates must pass the written test in order to take the oral assessment; no <br />interaction between candidates during the assessment; an agenda is presented to the assessors the <br />morning of the assessment; grading is up to the Commission; testing company will combine written <br />score and the assessment weighted; provide a bar graph on written, oral, leadership etc; provide a <br />letter to the Commission regarding the strengths and weaknesses from each candidate from the <br />assessors report; prepare a superimposed line graph to compare who was the best speaker, leader, <br />etc.; a minimum of two (2) weeks to complete the job analysis and assessment; a two (2) week turn <br />around time; $400 a day for each Chief assessor; $800 per five (5) or fewer candidates per candidate <br />and includes the assessor fee; two different rank testing has been done at the same time. Ramsey & <br />Associates uses the same assessors that the Ohio Chiefs uses and is not part of any group. <br />Mike Thomason from Stanard & Associates summarized the testing process. The entire process will <br />take approximately thirty (3 0) days starting with the job analysis for the Police Chief, review <br />current job description; interview the Police Chief, meet with the Commission and other <br />administrative staff, obtain as much information concerning the community; no need for a written <br />test; an independent firm; assessors will be arranged by the testing firm; tested two (2) different <br />ranks at the same time with a confidentiality form signed not to disclose any questions on the test; <br />there are four (4) assessments: written exercise, structural interview which will consist of six (6) or <br />more questions, employee interaction/interview regarding a small script play re-enactment, news <br />media exercise; a standardized rating system for all the exercises; an orientation meeting with the <br />candidates will be held prior to the assessment; tabulate all score; rank the candidates and if the <br />Commission's rules allow feedback to the candidates; reveal the results that day or can take the <br />results back to the office and report a couple of days later; the cost is approximately $6,500 plus 3 — <br />4 assessors at $450 each per day. <br />Craig King from Ohio Association of Chief of Police summarized the testing process. The written <br />test is prepared by IACP (International Association of Chiefs of Police); administered written exams <br />as well as assessments for the City of North Olmsted; the test consist of five (5) books; there is a <br />45-60 day study time before the test; job analysis is conducted the same time as the study time; turn <br />around time is 7 — 10 days; protests are sent to IACP; a written test is not necessary for the police <br />chief, assessment center can be arranged in thirty (30) days or less; the pre -assessment includes an <br />interview with the immediate supervisor, the police department's staff and city council; one (1) <br />week to develop the assessment; the oral assessment would take place the following week; turn <br />around time is 48 — 72 hours; the lead assessor will conduct the whole process from start to finish; <br />when the exercises are chosen and a location is set, a final report will be sent to the chairman; the <br />assessors score however the Commission decides; the lead assessor mails the final report in a sealed <br />envelope including all of the written notes, impressions, score sheets, pre -assessment materials and <br />is sent to OACP; when the assessment is completed, the lead assessor consults with each candidate <br />about their impression of the assessment process and an evaluation form is given to each candidate <br />
