VI. <br />Mr. Ubaldi made a motion to schedule a hearing for October 1, 2007 at 8:00 p.m. for the <br />matter described involving the parties pertinent to it and instruct the secretary to engage in <br />all notification and appropriation concomitant thereto. Mr. Hohmann seconded the motion <br />and unanimously approved. <br />The Commission received a letter today from Tom Herbster regarding an issue at the Waste Water <br />Treatment Plant. Mr. Herbster would like to request a hearing regarding a vacant position. An <br />employee that had the position of Maintenance Tech has been promoted which created a vacancy at <br />the Waste Water Treatment Plant. Anytime an employee leaves a position, a promotion is held <br />within and at this time there is no internal posting. If an appeal is made, it would be docketed for <br />hearing subject to the jurisdictional questions. The employer should take a position in response to <br />the appeals. The Maintenance Tech position has been classified by the Civil Service Commission. <br />Mr. Herbster indicated that he was told that this position was not going to be filled at this time and <br />according to Civil Service, there is a window of ten (10) days to appeal. Mr. Herbster indicated that <br />this does affect him because he would be up for this promotion; the position he holds now is an <br />equipment operator. The position of Maintenance Tech might be a testable position. A suggestion <br />was made to schedule a hearing for October 15''. <br />Mr. Ubaldi made a motion to schedule a hearing for October 15, 2007 at 7:00 p.m. for the <br />matter described involving the parties pertinent to it and instruct the secretary to engage in <br />all notification and appropriation concomitant thereto. Mr. Hohmann seconded the motion <br />and unanimously approved. <br />A general discussion commenced concerning the West Shore Group. They have invited the <br />Commission to attend a meeting in October to discuss possible regionalization for testing <br />candidates. The West Shore Group may be thinking of some uniformity amongst the cities or they <br />may be thinking to join forces and have one universal test. The city's charter is for this <br />Commission with home rule authority establishing rules for how the procedure is going to be <br />completed here. A recommendation is to respond to the invitation. <br />Mr. Ubaldi made a motion to draft a letter.
