Review the Rules and Regulations <br />See "New Business." <br />V. NEW BUSINESS: <br />Review the 2008 Calendar <br />Some dates on the proposed 2008 calendar have been moved to avoid conflict with Federal holidays <br />and St. Patrick's Day. <br />Mr. Ubaldi made a motion to accept the 2008 calendar as amended. Mr. Hohmann seconded <br />the motion and unanimously approved. <br />Review the 2008 Budget <br />The budget projects upcoming examinations. There are anticipated Promotional Examinations in the <br />Fire Department. The budget is prepared by the secretary; the Human Resources Director reviews <br />the budget and then meets with the Finance Director and the Mayor which will then be reviewed by <br />Council. A general discussion followed regarding knowledge of future vacancies; additional funds <br />needed. Two thirds of the officers in the Fire Department will be leaving within the next three (3) to <br />five (5) years. These officers are all in the drop program. The officers must retire after their five <br />(5) year commitment to the drop program. Expected retirements this coming year are a Police <br />Captain and a Fire Captain; several Lieutenants in Fire may retire the following year. The budget <br />was prepared with this in mind. <br />Mr. Ubaldi made a motion to approve the 2008 Budget. Mr. Hohmann seconded the motion <br />and unanimously approved. <br />A Motion is Needed for the Amended Rules Discussed at the November S, 2007 Special Meeting <br />Rule I, Section lb refers to the limitation of the number of applicants taking an examination in the <br />application'instructions and is already stated in the notice; if this is overlooked an applicant might <br />have an appeal based on that. A suggestion was made as follows: "The Civil Service Commission <br />shall have the right to limit the number of applicants who will be allowed to sit for the written test <br />provided any such limit is listed in the notice of the entrance examination. and i the appl ^at,^n <br />A general discussion followed concerning Rule II, Section 3 "Vision Standards"; contact lenses; <br />requirement for officers be recertified every year; language to cover when an officer cannot wear <br />contact lenses anymore; the vision standards is beyond the Commission's expertise; questioned if <br />this rule applies to the applicant as well as the appointee; existing language; inconsistency with <br />psychological, physical and medical standards that the Commission does not involve itself in at all; <br />collective bargaining agreement regarding health insurance; state code requirement regarding the <br />physical examination for police and fire; guidelines for the appointing authority. The Fire <br />Department has special face masks that would have to be fitted and it would make a difference if <br />they were wearing contact lenses and then switched to glasses. <br />
