CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />— JANUARY 28, 2008 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:02 p.m. <br />PRESENT: M. Ubaldi and B. Hohmann <br />ALSO PRESENT: Cynthia Walker, Human Resources Director C. Farver, Safety Director L. <br />Thomas, Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated December 17, 2007 have been submitted for approval. <br />A general discussion commence concerning minor changes to the minutes. <br />Mr. Ubaldi made a motion to accept the amended minutes. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 14 items of correspondence received and 13 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />Address Business Related to the Emergency Central Dispatcher Examination <br />The Commission reviewed Cynthia Walker's application. Ms. Walker served three (3) months and <br />twenty-eight (28) days total active military served; served with the Ohio National Guard; was in the <br />Army beginning in 1988; left and came back a few times until 1995. During that time she went to <br />school and was considered active duty service. Ms. Walker indicated that the Ohio National Guard <br />and National Reserve is something totally different from the regular army. The question is whether <br />or not active duty for purposes of the Commission's rules is going to include time in the Reserves <br />and if it could accumulate to the point where it exceeds 6 months which, at this time, is not included <br />in the current rules. The rules are describing full time active duty already served and released. After <br />research has been completed, a determination will be made regarding the extra credit points at the <br />next meeting. Ms. Walker's extra credit point would either be 3 points or 0 points because it is a <br />difference between four (4) years, six (6) months and five (5) days or three (3) months and twenty- <br />eight (28) days. <br />Mr. Ubaldi made a motion pending expert opinion, that the Commission postpones the <br />judgment on the extra credit for Cynthia Walker until the Commission can make a <br />determination prior to the establishment of the eligible list. Mr. Hohmann seconded the <br />motion and'unanimously approved. <br />
