The Commission reviewed the education extra credit for Cynthia Walker. <br />Mr. Ubaldi made a motion to award Cynthia Walker one (1) point for educational credit. Mr. <br />Hohmann seconded the motion and unanimously approved. <br />Mr. Ubaldi reviewed the applications in question and verified the extra credit points. Thresa <br />Crow's application was not notarized; therefore, has been rejected. Daniel Mickol has a temporary <br />driver's license and is allowed to take the examination. <br />Mr. Ubaldi made a motion to acknowledge the applicants' extra credit points and awarded at <br />the receipt of scores and the application of Thresa Crow be rejected and disqualified from the <br />examination. Mr. Hohmann seconded the motion and unanimously approved. <br />Mr. Ubaldi made a motion, based on the current list of applicants, names beginning at count <br />52, Gregory Tetnall, to the bottom of the list are disqualified from the examination because <br />they are over the limit of maximum applicants accepted. The Secretary will forward <br />notifications to the disqualified applicants. Mr. Hohmann seconded the motion and <br />unanimously approved. <br />Review the Draft Rules and Regulations from the Law Department <br />Review the Rules and Regulations <br />The Safety Director discussed a few issues concerning some changes mainly in promotions; losing a <br />majority of officer staff in Police and Fire within the next few years; developing an officer <br />development and training program; an eighteen (18) month probationary period for the promotional <br />testing; the ability to demote; interview the top three (3) promotional candidates and choose the best <br />candidate; hire the Chiefs from the outside. Many suburbs choose the top three (3) candidates for <br />promotional testing. They are Westlake, Bay Village, Lakewood, Middleburg Heights, Strongsville <br />and the appointing authority makes the selection. Westlake is considering a Charter change <br />regarding its Chief. There is a need to be a good manager, understand how fire shifts work, and <br />work a 40 hour week. Most of the senior officers are not EMT certified anymore. A general <br />discussion followed regarding paperwork involving the EMT's, HIPAA Laws, Medical protocols, <br />working with hospitals, manage paperwork for Medicare and Medicaid billing; evaluations, <br />personality issues, and daily chores of a firefighter. A general discussion followed regarding the <br />age limit for entry-level, home rule authority, OPERS, college degree. The University of Akron <br />offers a Fire Safety Degree, Cleveland State offers a Public Safety Management Certificate and a <br />four (4) year Bachelors Degree in Public Safety Management, Health Care Administration is <br />offered by Cleveland State and Kent State. The Safety Director also indicated that there are no <br />annual eye exams for Police Officers and will forward her suggestions to the Commission. <br />The Commission tabled the Rules and Regulations until the next meeting. <br />V. NEW BUSINESS: <br />Amend 2008 Calendar <br />Mr. Ubaldi reviewed the 2008 Calendar and the December meeting is scheduled one (1) week later <br />than it should be. <br />
