promotional test would be given. For the last Building Inspector Examination, the Building <br />Commissioner wanted to remove the reference "Entry -Level". That same principle could be <br />transferred in that the Commission would have a test for foreman and it would, according to the <br />Commission's rules, be considered entry-level but it would be for a position of supervisory because <br />there is no line of accession. <br />A suggestion was made to include the existing laborers to test and open it up to the general public. <br />The Commission runs the risk of angry Laborer A's who believe that they were entitled to that <br />position internally without any competition from the outside for a promotional examination. <br />Another suggestion was made to treat this as a promotional examination; first the Commission asks <br />for applicants and if it turns out that the Commission does not have anyone than the Commission <br />will have the evidence that there is absolutely no interest for the promotion. The Commission needs <br />to revisit this situation with intent to resolve it. The questions that need to be answered would be 1) <br />a written examination with an oral assessment; 2) which Laborers would be eligible for the test; 3) <br />special requirements; 4) the availability of the testing site and testing company. <br />V. NEW BUSINESS: <br />Discuss the Document Sent by the Service Director Regarding the Waste Water Treatment Plant <br />Reorganization <br />The Commission received a document from the Service Director regarding business related to the <br />Waste Water Treatment Plant. According to the requirements laid out by legal opinion 2006-02 <br />from the Law Department, the Chairman indicated that what the Commission received from the <br />Service Director is reasonable, thorough, and persuasive. The Commission does have a statement <br />of abolishment, an updated organization chart, a number of positions that the Commission has been <br />quested to designate as classified or un -classified, a comparison of the new positions and the; old <br />positions. The only position that will remain the same of those affected is the Assistant <br />Superintendent. The WWTP has only one (1) Assistant Superintendent but will have two (2) <br />Assistant Superintendents and essentially some of the foreman duties are being elevated up to those <br />two (2) positions. The Commission can look at it as one (1) Assistant Superintendent of Plant <br />Operations and one (1) Assistant Superintendent of Collections. The Commission needs job <br />descriptions in order to classify the created positions. The job descriptions that will be needed are <br />Assistant Superintendent of Plant, Assistant Superintendent of Collections, Collection System <br />Foreman, Sludge Solid Handler II and Maintenance Technician I and III. <br />The Commission does not have any problems with the recommended changes. The Service Director <br />received advice from the Law Director to meet with the union, complete legislation and meet with <br />the Civil Service Commission. The Union is satisfied with the potential changes in the storm crew <br />positions as long as the Director posts the positions. The Service Director presented it to the <br />Finance Committee last week and was requested to table the issue until discussion was made to the <br />Civil Service Commission. <br />Mr. Ubaldi made a motion that the Commission stand notified by the Service Director of the <br />reorganization of the Waste Water Treatment Plant and have no objection against the plan. <br />Mr. Hohmann seconded the motion and unanimously approved. <br />
