the larger projects. This is mainly a supervisor position and about 10% of his duties require hands <br />on work. <br />The abolishment of the Maintenance Foreman is a result of lack of work as well as the financial <br />situation at the Recreation Center. This is along the same vein as the Waste Water Treatment <br />abolishment of the Secretary II position; however, this situation does not have a collective <br />bargaining agreement because the Maintenance Foreman is a non -bargaining position. <br />The Recreation Commissioner, Ted DiSalvo, and the Assistant Recreation Commissioner, Betsy <br />Drenski, can handle the day to day activities and tasks and make sure the projects will be completed <br />on time and supervise the employees under the Maintenance Foreman. These employees are in the <br />union. Any type of major facility issues that would come up can be handled by the two (2) Lead <br />Building Maintenance employees who each have over twenty years experience. Currently, the <br />projects have deceased due to the financial situation and most equipment in the Recreation Center <br />needs to be replaced instead of repaired. <br />The employee's status needs to be clarified in whether or not this is a retirement or a lay off. An <br />organizational chart would be helpful to see where this employee would be able to go. At this time, <br />there are no positions within this organization available to him. This employee should be apprised <br />of what his privileges are under Rule XI and XIII with a written notification. A hearing can then be <br />set if the employee prom: 50 <br />The Chairman indicated two (2) requests from the Director of Community Life Services: 1) the <br />employee is notified in writing under Rule XI and XIII; 2) his appeal rights included in his <br />notification. The Chairman inquired if he can see what the employee has done regarding paperwork <br />in the past. The Commission needs to have more information on what the Maintenance Foreman <br />has done and what will be distributed regarding the maintenance work. The Director of Community <br />Life Services indicated that he can put something together and submit to the Commission by the <br />deadline of November 3rd which was set by the Chairman. Legislation will be submitted to Council <br />and will have its first reading on November 5, 2008. <br />Rules and Regulations Handbook <br />The Chairman indicated that he has an interest in making the rules and regulations handbook more <br />functional and would like to review it within the next few months. <br />VI.
