In a number <br />of instances, the position appears on the salary ordinance and there was no enabling legislation <br />other than the salary ordinance. <br />Rules and Regulations Handbook <br />The Rules and Regulations Handbook will be discussed at a later date. <br />V. NEW BUSINESS: <br />A general discussion commenced regarding lay offs, possible displacements and the various <br />scenarios that can transpire. If two (2) employees with lengths of service records that are identical <br />were laid off what would happen. The answer is between common sense and some examples set by <br />other rules and regulations; the Commission would then turn to performance evaluations. A <br />suggestion was made to add two (2) sub sections to Seniority on page 20 of the rules and <br />regulations, Rule XI, Section 6a: 1) If the lengths or service of two or more employees are <br />identical, layoffs shall be made in accordance with performance evaluations; 2) In the absence of <br />performance evaluations, the appointing authority shall provide the Commission with critical <br />assessments of job performance for each employee. A general discussion commenced regarding the <br />rule change, coin toss, seniority, appointing authority decision. The Chairman recommended <br />amending Section 6a 2 to read "In the absence of performance evaluations, or if employees have <br />received equal ratings in the most recent performance evaluation, the appointing authority shall <br />provide the Commission with critical assessments of job performance for each employee." <br />Mr. Ubaldi made a motion to amend Rule XI, Section 6a with the above stated language. Mr. <br />Hohmann seconded the motion and unanimously approved. <br />2009 Civil Service Calendar <br />The Commission received the 2009 calendar in the meeting packet. Martin Luther King falls on <br />Monday, January 19, 2009 and Presidents Day fall on Monday, February 16, 2009; therefore, <br />amending the dates for January and February's meetings. A general discussion followed regarding <br />the calendar dates; Christmas. <br />Mr. Ubaldi made a motion to accept the 2009 calendar for the North Olmsted Civil Service <br />Commission. Mr. Hohmann seconded the motion and unanimously approved. <br />Schedule Special Meeting to Review Test Results from the Service Foreman Examination and <br />Establish an Eligible List <br />There were ten (10) candidates signed up to participate in the examination; three (3) candidates <br />withdrew their names for the examination; seven (7) candidates were scheduled to participate in the <br />examination; five (5) candidates participated and two (2) candidates where no shows; five (5) <br />candidates took the written examination; four (4) candidates passed and one (1) candidate did not <br />pass; four (4) candidates went on to the oral assessment with three (3) different exercises involved <br />and passed. <br />The Chairman indicated that the Commission would like to hold a special meeting to announce the <br />results from the Service Foreman Examination.
