0 <br />VI. <br />Mr. Ubaldi made a motion to amend the Rules and Regulations as outlined for Rule XI <br />Sections 3 and 7. Mr. Hohmann seconded the motion and unanimously approved. <br />NEW BUSINESS: <br />2009 Civil Service Budget <br />The only change on the draft budget from the Finance Department is the deletion of the $21,000 <br />dollars for pre-employment testing. The bottom line for the Civil Service Commission would be <br />$4,110.90 which would be the result of the hiring freeze. If a need arises for testing, the <br />administration will have to address the matter with Council. The Commission has independent <br />authority to operate under the Charter and has a right to expect sufficient funding to accomplish its <br />mission. Its mission in relation to the employment testing is going to be a function of the <br />employment needs anticipated by the appointing authorities. If the layoffs continue, the <br />Commission is going to have reinstatement rights to a number of employees. What has happened in <br />the past is you look to your lists which are due to expire and predicted how many lists need to be re- <br />established so that you always have a list to go to and make appointments. Circumstances have <br />appeared to have changed where you can have vacancies occurring and you will have a list of <br />people on a reinstatement order. On the other hand, if the crisis is adverted and there are currently <br />no eligible lists and the appointing authority anticipates a need to fill a vacancy, the Commission <br />may need some time to create an eligible list so that the appointing authority can have names to <br />select from. The Commission is not required to establish eligible lists if there are not going to be <br />any hiring from those eligible lists. <br />Mr. Ubaldi made a motion to accept the budget as laid out with the excision of $21,000 for <br />pre-employment testing. The draft budget, prepared by the Finance Director, reflects that <br />change. Mr. Hohmann seconded the motion and unanimously approved. <br />A Request from the Safety Director for a New Name on the Police Sergeant Eligible List <br />Mr. Ubaldi indicated that the next name on the Police Sergeant eligible list is Mark Goodwin. <br />Mr. Ubaldi made a motion to certify to the position of Police Sergeant the name of Mark <br />Goodwin and send his information to the appointing authority. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />Two (2) additional guests arrived during the meeting.
