CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES — APRIL 20, 2009 7:30 P.M. I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:32 p.m. PRESENT: M. Ubaldi and B. Hohmann ALSO PRESENT: Civil Service Secretary D. Eccleston II. DISPOSITION OF MINUTES: The Civil Service minutes dated March 16, 2009 have been submitted for approval. Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the motion and unanimously approved. There were 2 items of correspondence received and I items of correspondence sent out by the Civil Service Commission. IV. OLD BUSINESS: Rules and Regulations Handbook The Chairman will continue to work on the Rules and Regulations handbook and hopes to review it next month. V. NEW BUSINESS: There is another item that is not on the agenda but warrants some attention. There is an Equipment Operator position at the Waste Water Treatment Plant that is now a license 3 and will receive additional compensation because of the license. It is the Commission's obligation to designate the position as classified or unclassified. The Chairman indicated that the Commission needs to request from the Service Department a job description for Equipment Operator 3 and based on that job description and using key words such as skilled, laborer or semi -skilled or whether or not it requires special skill or training experience the Commission can then make the most informed determination regarding the classification. The Chairman indicated that a Laborer C does require a valid commercial driver's license but the Commission considers it unskilled because of the primary description of the position and it is better to wait for the Waste Water Treatment Plant to define the position. Mr. Ubaldi made a motion to request from the Service Director a job description for Equipment Operator 3 [and Equipment Operator 2] that will allow for the Civil Service
