Section 3: <br />Abolishment of Position <br />a. "Abolishment of position" means the permanent deletion of a position <br />from the organization or structure of the appointing authority due to lack <br />of continued need for the position. Conditions under which abolishment <br />can occur, notification procedures and documentation of rationale for <br />abolishment shall be in accordance with Ohio Revised Code Section <br />121.321 (D) and (E). <br />Amended 4121108 <br />b. The appointing authority shall not effect a plan for reorganization of a City <br />department or division that includes a proposed abolishment of civil <br />service positions without first providing the Civil Service Commission <br />and the affected employee(s) with a statement of rationale, supporting <br />documentation for the proposed abolishment, and a notice of <br />abolishment. <br />Proposed Amendment 11/16/09 <br />c. Supporting documentation for all abolishments shall include the <br />following: <br />i. Job description of the position to be abolished <br />ii. Current and proposed organizational charts <br />iii. Summary and analysis of impact to services <br />d. Abolishments for purposes of efficient operation shall include analyses, <br />reports or studies of productivity and/or cost-effectiveness. <br />e. Abolishments for reasons of economy shall include financial reports <br />projecting deficiencies in funding. <br />f. Abolishments due to lack of work shall include evidence of elimination of <br />services, or decreased workload for a period of at least one year. <br />Proposed Addition 11/16/09 <br />
