(' <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES -- JANUARY 24, 2011 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:03 PM <br />PRESENT: M. Ubaldi and J. Barrett <br />ALSO PRESENT: Mayor K. Kennedy, Finance Director C. Copfer, Public Safety and Service <br />Director C. Ritenauer, Police Chief W. Wozniak, Police Captain J. Gallagher, Councilman P. <br />Barker, S. Barrett, Asst. Law Director B. O'Malley, and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated October 18, 2010 and October 25, 2010 have been submitted for <br />approval. <br />Mr. Ubaldi moved. Seconded by Mr. Barrett and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 10 items of correspondence received and 4 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />Discuss Classification and Competitive Testing of WWTP Positions <br />A general discussion was held pertaining to a short, more organized list of classifications; Operator, <br />Sludge Handler, Equipment Operator and Maintenance Technician positions that are subject to <br />licensure and can also be unlicensed; the four (4) positions consolidated as classified; other <br />positions that would be considered promotional; classifying unlicensed positions; and a current, up- <br />to-date list. This matter has been tabled until the next meeting. <br />V. NEW BUSINESS: <br />Promotional Examination for Police Chief <br />A memo was received in the Safety Department regarding Police Chief Wayne Wozniak's <br />retirement with potential dates. An article was in the West Life and other media reporting the <br />Chief's retirement. General discussion commenced concerning consideration of an open and <br />competitive examination; type of exam; Assistant Fire Chief's examination in 2007; importance of <br />this position to the citizens; best possible candidate; potential of four (4) candidates; qualified <br />candidates; knowledge and familiarity with City; built up years of experience with City; <br />disadvantages outweigh the advantages; front line supervisory experience; executive position; cons <br />for outside candidates; Medina brought a Chief in from the outside; 2006 Police Chief examination; <br />
