More comments were made regarding the testing company's assessment center; best possible <br />leader; ORC 124,44. and 124.45;. panels; qualified candidates inthePolice Department; big part of <br />leadership comes from friendship and trust and may take years to foster that trust; internal <br />candidates already have leadership qualities; new testing process may be very expensive; the Police <br />Department has suffered sever concessions with regards to their pay and benefits; corruption; and <br />morale. <br />The Civil Service Commission has Home Rule Authority and can deviate from State Law. A <br />recommendation was made to invite Pat Ramsey to the next meeting. There are two (2) issues at <br />hand: one is whether or not the pool of candidates is expanded; and the second one is how to <br />proceed with identifying the manner of which the testing could be conducted. <br />The Chairman finalized the discussion regarding qualified candidates; has not seen any reason to <br />believe that the Commission will have better candidates if the Commission invites outside <br />candidates; outside candidates will not know the city; they would not have accumulative a body of <br />knowledge that has been built up for years of experience of working with the people; qualifications; <br />knowledge of internal candidates records, tenure, performance, etc.; entail a risk when you go <br />outside; hard decision to make; Home Rule Authority; does not see a reason to deviate from the <br />Commission's rules. <br />Mr. Ubaldi made a motion that the Civil Service Commission administers a promotional <br />examination for Police Chief under its standing rules. Ms. Zolar seconded the motion. Rall <br />call: Ms. Zolar, yes; Mr. Barrett, yes with a comment that this is a difficult decision and <br />based upon he is forced to vote at this time. <br />The Chairman instructed the secretary to send a request for letter of intent from the Captain and <br />eligible Lieutenants and a deadline set for Friday, February 18t", 2011 by 4:00 PM. A contact <br />should me made to Pat Ramsey; the Chairman will be contacting Mrs. Ramsey as well and advise <br />her to be in touch with the Commission, the Administration and the Police Department. <br />V. NEW BUSINESS: <br />VI. ADJOURNMENT: Mr. Ubaldi made a motion to adjourn at 7:55 PM.
