CITY OF NORTH OLMSTED <br />SPECIAL CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - JULY 69 2011 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:00 PM <br />PRESENT: M. Ubaldi, K. Zolar and J. Barrett <br />ALSO PRESENT: Human Resources Director C. Farver, Police Chief J. Gallagher, Police <br />Lieutenant M, Kilbane, K. Kilbane, S. Barrett, Assis#ant Law Director B. O'Malley, and Civil <br />Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />III. COMMUNICATIONS: <br />IV. OLD BUSINESS: <br />Promotional Examination for Police Captain <br />The Commission received results for the Promotional Police Captain Examination held on <br />Wednesday, June 29, 2011 and will create an eligible list and certify the highest ranking candidate <br />to the appointing authority for the vacancy. Ranking 3rd with a score of 101.46% is Robert Flynn; <br />ranking 2nd with a score of 107.22% is Ronald Cox; and ranking 1" with a score of 108.69% is <br />Michael Kilbane. <br />Mr. Ubaldi made a motion that the Commission create an eligible list to last for a period of <br />two (2) years and certify the name of Michael Kilbane to the appointing authority. Mr. <br />Barrett seconded the motion and unanimously approved. <br />Entry Level Examination for Licensed Operator I <br />The Commission has only received four (4) applications for the Entry -Level Licensed Operator I <br />examination and Rule VII, Section 6 of the Civil Service handbook prevents the Commission from <br />maintaining an eligible list for the entry-level position with less than seven (7) people. The <br />Commission will cancel the examination and then move to declare that position subject to <br />exceptional appointment and allow the appointing authority to select a candidate at their own <br />discretion. A recommendation was made to have three (3) separate motions: addressing the test, <br />addressing the exceptional nature of the position and the return of the application fee, A general <br />discussion followed regarding the application fee. <br />
