General discussion followed including the Charter's provision for home rule <br />capability, Commission's authority to adopt rules that deviate from the State of <br />Ohio, potential conflict between local and state regulations, history of how the <br />current rules were established, determining when a vacancy occurs, <br />Commission's obligation to delegate and establish rules for non-competitive <br />procedures, examples of prior non-competitive requests from the administration, <br />administrative procedures to recruit new employees, duration of eligibility lists <br />for various positions, rule of three, seniority, appropriate procedure to incorporate <br />State language is local rules and Federal law. <br />Chairman Barrett recommended that the Commission use Mr. O'Malley's memo <br />as a blueprint to review and revise the Commission's rules and regulations. The <br />Commission concurred and it was determined that a comprehensive review of <br />current rules and regulations would be conducted by the Law Department and <br />recommendations would be provided to the Commission three weeks prior to <br />the next meeting in Word format. <br />VI. ADJOURMENT: <br />Chairman Barrett moved, seconded by Commissioner Ubaldi, that the meeting be <br />adjourned. Motioned passed unanimously.
