CITY OF NORTH OLMSTED <br /> SPECIAL CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES - FEBRUARY 11, 2013 <br /> 7:00 P.M. <br /> I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:01 p.m. <br /> PRESENT: J. Barrett and M. Hayes <br /> ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, B. <br /> Evans, Dr. Doverspike, S. Barrett and Civil Service Secretary D. Eccleston <br /> II. DISPOSITION OF MINUTES: <br /> III. COMMUNICATIONS: <br /> IV. OLD BUSINESS: <br /> Open/Competitive Fire Chief Promotional Process <br /> The Commission received a letter from Safety Director Thomas requesting an exam to fill the <br /> pending vacancy of Fire Chief Klecan. <br /> A discussion commenced regarding Rule III, Section 2d. The last sentence states "Notwithstanding <br /> the written conf rmation of two or-more internal candidates—, the Commission shall also accept <br /> external applications after public notice." The Assistant Law Director recommends striking <br /> confirmation and replacing it with applicafion. The term con irmation has been used in the past for <br /> internal promotions and now the process is different whereas there will be external candidates. <br /> Rule 111, Section 7 addresses efficiency and seniority credit. A recommendation was made by the <br /> Assistant Law Direc or o add a sentenceto Section 2d that efficiency and seniority credit pursuant <br /> to Section 7 shall not apply to the open, competitive Fire Chief examination. This would create a <br /> level playing field for all candidates. <br /> Chairman Barrett motioned, seconded by Commissioner Hayes, to amend Rule III, Section <br /> 2d: delete the word confirmation in the last sentence and substitute the word application; add <br /> an additional sentence that reads "The efficiency and seniority credit pursuant to Section 7 <br /> shall not apply to the Fire Chief Promotional Examination." <br /> Motion passed unanimously. <br /> The Assistant Law Director opened the discussion regarding the posting and announcement <br /> documents. These documents contains 3 parts: part 1 is the schedule which would be how to apply <br /> and the dates involved; part 2 is the job description; part 3 is how the test is going to be done,how <br /> the scores are weighted, the compliment of the Selection Committee. Then there should be a <br /> separate document that is strictly about the Commission's discretion of how the selection process <br />
