CITY OF NORTH OLMSTED <br /> CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES - SEPTEMBER 16, 2013 <br /> 7:00 P.M. <br /> I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:04 p.m. <br /> PRESENT: J. Barrett, M. Ubaldi and M. Hayes <br /> ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, <br /> Safety Director S. Thomas, Fire Chief E. Schepp, S. Barrett and Civil Service <br /> Secretary D. Eccleston <br /> II. DISPOSITION OF MINUTES: <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, that the minutes of the August <br /> 19, 2013 meeting be approved as received. <br /> Motioned passed unanimously. <br /> III. COMMUNICATIONS: <br /> There were 20 items of correspondence received and 35 items of correspondence sent out by the <br /> Civil Service Commission. <br /> IV. OLD BUSINESS: <br /> Promotional Fire Lieutenant Examination <br /> Chairman Barrett turned the floor over to the Safety Director and the Fire Chief. A general <br /> discussion commenced regarding the reading materials, weight, format used in the Police Sergeant <br /> Examination,timeline, testing locations, cost, and the amount of candidates for the oral assessment. <br /> The reading materials that have been recommended by the Fire Chief include tactical fire ground <br /> issues, operational issues and leadership. There are four(4) major books plus internal materials <br /> including standard operating guidelines, policies and procedures, rules and regulations, etc. that <br /> would be utilized for the customized written portion of the test. The Fire Chief wants to put <br /> emphasis on leadership and developing leadership, interpersonal skills and communication skills. <br /> The Assistant Law Director indicated for the Police Sergeant written examination there is an <br /> extensive reading list from the company that provides the stock test and the Police Department <br /> selected documents from the department as well as Human Resources Policies for the customized <br /> portion of the written test. <br /> The process used in the Promotional Police Sergeant examination would be utilized for the <br /> Promotional Fire Lieutenant's examination; the Commission decided the weight of the examination <br /> would be 60%/40%. <br />
