Chairman Barrett referenced Rule VII: Eligible List, Section 6: Insufficient Names Remaining. <br />Chairman Barrett questioned not having anything submitted in writing at this time, and is there a <br />request being submitted to the Commission to revoke the list? <br />Director Farver referenced Rule VII, Section 6, on whether the Commission has to take action and <br />yielded to the Asst. Law Director. Asst. Law Director B. O'Malley discussed the candidates that did <br />not pass the background check maybe subject for removal and they may do so voluntarily or may be <br />removed involuntarily for failure to pass the background check. The appointing authority wants to <br />proceed with the hiring process. General discussion followed regarding temporary appointment; <br />previous process; and the Secretary II test. <br />Chairman Barrett referenced Rule IX, Section Ia. Asst. Law Director B. O'Malley discussed the list <br />and does not require any formal action by the Commission and the temporary appointment is <br />something the Administration can proceed with. As a result of those removals you can act on your <br />own motion to revoke or terminate the list and anticipate another round of testing. The testing <br />should occur within one hundred and twenty (120) days of any temporary appointment made. <br />Commissioner Hayes talked about in house testing to expedite the process as soon as the letters <br />came back and Chairman Barrett brought up that we need to send a letter to the remaining people on <br />the eligible list stating that they can take the test again and that the fee would be waived and filling <br />out an application as well. <br />Asst. Law Director B. O'Malley anticipates three (3) steps: 1St - Candidates removal; 2"d - <br />termination of the list; 3rd- testing. In the meantime the Administration can proceed with the <br />temporary hiring process. <br />Chairman Barrett discussed about wanting to have more applications made up to have more people <br />on the list so the list will last for two (2) years. Commissioner Hayes directed a question to Director <br />Farver about her opinion on the Iist about opening it up to fifty (50) or seventy five (75) to apply <br />and take the test. Director Farver stated that it is going to be the competency as well as the <br />compensation. The compensation is only $13.00 per hour. We need to consider lowering the fee and <br />amend the test in some regards so there is no advantage to the individuals who took the test first and <br />might apply again. A suggestion was made to use the individuals previous score and/or results if <br />they come back to take the test. General discussion commenced regarding, the test, preparation, <br />labor costs, administrating the test and to obtain the best candidate for each position. <br />ADJOURNMENT: <br />Chairman Barrett moved, seconded by Commissioner Rahm, that the meeting be adjourned. <br />Motioned passed unanimously.
