CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES - APRIL 16, 2018 7:00 P.M. L ROLL CALL: Chairman W. Brake called the meeting to order at 7:00 p.m. PRESENT: W. Brake, T. Smith and M. Kelly ALSO PRESENT: Human Resources Director M. Gallo, Asst. Law Director B. O'Malley, Safety Director D. Glauner and Civil Service Secretary S. Berkley II. DISPOSITION OF MINUTES: Motion by Commissioner Kelly, seconded by Commissioner Smith, that the minutes of the March 19, 2018 meeting be approved as received. Motioned passed unanimously. III. COMMUNICATIONS: There were 3 items of correspondence received and 2 items of correspondence sent out by the Civil Service Commission. IV. OLD BUSINESS: Promotional Police Lieutenant Exam Results/Certify List The Commission received the results from Personnel Selection Services and Pradco for the Promotional Police Lieutenants Examination. Commissioner Brake reviewed the results with the Commission and ranking #1 is Eric Morgan, ranking 42 David Huspaska, ranking 43 Donald Walling and ranking # 4 Mark Goodwin. The final scores include the efficiency and seniority extra credits. Motion by Chairman Brake, seconded by Commissioner Smith, to accept the results and certify the Promotional Police Lieutenants Eligible List. Motion passed unanimously. V. NEW BUSINESS: Forestry & Road Foreman Classification General discussion commenced to change the Forestry Foreman and Road Foreman positions from competitive to classified non-competitive. Safety Director D. Glauner summarized the forestry and road foreman as non-union positions under the super advisory category. Furthermore, people might be here for years and know the equipment but not have the management skills to direct, train, and motivate people. There is a hiring committee that interviews potential candidates for these two positions. The Safety Director is asking the management position to be taken out of testing and be
