the role of the Commission. Ms. Lieber suggested having printed copies of the Year in Review
available for attendees.
Historic District Design Guidelines
Ms. Lieber said Council approval would be required to obtain proposals but she was first seeking
Commission input on the draft Request for Proposals. Mr. Schumann asked why the budget was
included. Ms. Lieber explained that interested consultants would ask what the city's budget was
for the project and that it was a specific line item in the Commission's budget. In order to have
the best apples -to -apples comparison of quality of proposals, it makes sense for the consultants
to know the budget.
Mr. Morse moved, seconded by Mr. Schumann, to approve the Historic District Design
Guidelines RFP, motion passed 5-0.
Historic Preservation Plan — 2019 Goals
The Commission discussed their 2019 work plan items. Ms. Lieber shared the recently updated
application, resident guide and Certificate of Appropriateness form created to coordinate with the
amendments to Chapter 165. Ms. Lieber reviewed other key projects, including the community
home maintenance training, the creation of design guidelines and the modification of the historic
district boundaries. She gave a status update on the Centennial Home Program audit. Staff is
reviewing the research data and the draft map, which will be presented once it is in good form.
The Planning and Development Department will be hosting a SITES student for the upcoming
semester, who can work on some of the Landmarks Commission projects, including records and
the Centennial Home Program.
Committees
Ms. Lieber suggested forming three committees to tackle the main 2019 projects, which would
be design guidelines, records and historic district map. Mr. Morse said he felt that updating the
city's OHI forms to reflect demolitions should be a goal for the year. Ms. Lieber suggested
adding that task to the records committee agenda. Members discussed division of labor and
created committees based on member preferences.
Design Guidelines committee — Ms. Cardarelli, Mr. Schumann, Ms. Egan -Reeves
Records committee — Mr. Kearney, Mr. Morse (+SITES student)
Historic District Map committee — Mr. Neville, Mr. Dubowski, Mr. Schumann
ADJOURNMENT
With no further business, the meeting adjourned at 7:46 p.m.
David Neville, Ch it Kimberly Lieb r, Director of Planning &
Development
Date:
