landscaping changes to the frontage along Brookpark Road. Landscape irrigation is required for <br />the new plantings. The applicant proposed a slight amendment of their landscaping plan <br />involving the removal or relocation of two trees proposed in the vicinity of their patio. The <br />restaurant is subject to the cross access and cross parking agreements in place at Great Northern <br />Mall. Parking provided is sufficient for the use. Bike racks are included. Lighting is code <br />compliant and the lighting schedule has been submitted for review. The BZBA granted a <br />variance for street lawn depth, maintaining the existing front yard setback. Variances were also <br />granted for Raising Cane's sign package, consisting of three wall signs on the building and three <br />new ground signs which serve the drive through. Variances were not approved for a large painted <br />sign on the south elevation. The applicant has modified the proposal to eliminate that sign and <br />now proposes a painted mural with metal sculptural elements. The Planning and Design <br />Commission can review the mural as they would architectural elements of the building. <br />Mr. DiFranco said stormwater quality and quantity is required for this site. A 1000 gallon grease <br />trap is required. The utilities will be installed underground and the sanitary sewer will be bored <br />under Brookpark Road. <br />Mr. Malone confirmed that the commission will only be reviewing the lease area, not the entire <br />parcel. Ms. Holbrook explained the business model for Raising Cane's and said they are excited <br />to move to North Olmsted. Mr. Rerko thought the plans seem to be in good order and the <br />building flows well. He asked if Jared's looked at the proposal, Ms. Holbrook said they signed <br />off on the project for the lease paperwork. Mr. Rerko recalled previous issues with Jared's <br />regarding trees along Brookpark affecting their visibility, Ms. Holbrook will follow up. Mr. <br />Malone appreciated that the ornamental grasses were decreased but thought they could be <br />reduced more. He asked that the plans be corrected to show that the root flares should be <br />exposed. Ms. Nader asked if the colors shown on the elevations are close to the actual colors <br />since no sample board was provided, Ms. Holbrook said it would be. Ms. Nader pointed out that <br />key note 14 does not include a color, Ms. Holbrook said it is black. Coded note 12 says "PT7" <br />but no color was indicated, Ms. Holbrook said black. Coded note 7 says "P 10", Ms. Holbrook <br />said it would be a different shade of black. Ms. Holbrook will ensure the color key is included. <br />Ms. Nader liked the color scheme and the architectural feature. Ms. Nader asked if the awnings <br />and canopies would be submitted with the building permits, Ms. Holbrook said they would be. <br />Mr. Schumann moved, seconded by Mr. Anderson, to recommend approval of the <br />development plan for 19-15724; Raising Cane's at 25821 Brookpark Road conditioned <br />upon the following: <br />1. The mural is approved as proposed; <br />2. The building paint colors shall be included in the plan legend; and <br />3.
