PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF NOVEMBER 11, 2020 <br />ROLL CALL <br />Ms. Nader called the meeting to order at 7:02 pm via online public meeting. <br />Present: Julie Nader, Dave Anderson, Humberto Olivos, Tom Patton <br />Absent: Greg Malone, Darrick Matthews, Paul Schumann <br />Staff. Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Anderson moved, seconded by Mr. Olivos, to approve the Planning & Design <br />Commission minutes of October 28, 2020, motion passed 4-0. <br />COMMUNICATIONS <br />Proposed Chapter 1135 Updates <br />Ms. Lieber reviewed the change regarding recreational vehicles made since the last meeting. The <br />time limit in the RV section was replaced with an allowance for maintenance and preparation for <br />use. Ms. Nader and Mr. Anderson thought this change was acceptable. <br />Ms. Lieber spoke with the Building Commissioner about generators after the last meeting. There <br />was general agreement among the commission regarding the air conditioner requirements but the <br />location of generators still needed to be addressed. The Building Commissioner said the common <br />size of generators being requested has a decibel level during use that cannot meet the current <br />noise limitations at the zoning setbacks required. Ms. Lieber thought allowing them in the side <br />yard would be confusing to property owners if they are not capable of meeting the noise <br />requirements. The Building Commissioner did not think the cost of running electrical wiring <br />from the side yard to the rear yard would be substantial, if needed. Ms. Lieber preferred having <br />the generators in the rear yard and allowing unusually sizes or shaped properties to request a <br />variance. Ms. Nader agreed with the different requirements for air conditioners and generators <br />and to handle specific properties through the BZBA if they can meet the noise requirements. Mr. <br />Anderson asked about the proposed changes in Ordinance 555.09 regarding the use of <br />generators, Ms. Lieber said the generators could be regularly exercised between 10:00 a.m. and <br />5:00 p.m. but the time limit would not apply if being used for an emergency. Mr. Anderson <br />added that homeowners could add landscaping or other sound reducing measures if the generator <br />is too loud. Mr. Olivos pointed out that 60 decibels is about the level of noise from a dishwasher <br />and 70 decibels is the sound of a vacuum cleaner, to put the noise levels into context. <br />Ms. Nader moved, seconded by Mr. Anderson, to recommend approval of the Chapter <br />1135 One and Two Family Residences as amended, motion passed 4-0. <br />Administrative Approvals <br />Extended Stay, 25801 Country Club Boulevard, removed trees without approval so an <br />
