ARTS COMMISSION
CITY OF NORTH OLMSTED
MINUTES OF OCTOBER 20, 2021
ROLL CALL
The meeting was called to order at 6:30 p.m, in Council's Caucus Room.
Present: Bryan O'Malley, Janelle Zauner-Hoffart, Sue Begin, Ken Srail, Becky Tesar
Absent: Sue Collander, Stephanie Procter, Keith Behrendt, Leah Rogalski-Davis, Mitzi Wilson
Staff: Planning Director Kim Lieber, Administrative Assistant Nicole Rambo -Ackerman
REPORTS OF OFFICERS AND COMMITTEES
Grow -Mere You're Planted
The pollinator garden was installed by Garden Club volunteers and staff on October 8 behind the
Oxcart Pantry. Consisting of 13 different native plants, the garden should attract bees, butterflies
and birds to help pollinate the nearby community garden. A grant was awarded to the Garden
Club from the Cuyahoga Soil & Water Conservation District that will be used to install an
informational sign in the garden in the spring.
UNFINISHED BUSINESS
Public Art
Bryan made some additional changes to better reflect artists' rights of attribution and integrity
according to the Visual Arts Rights Act. The revised language will help advise property owners
of the rights artists have before agreeing to allow artwork to be installed on their property. Sue
added that artists will normally submit a basic idea of the artwork they would like to do before
work is commissioned. Any changes to the artwork is re -negotiated or the artwork does not
proceed if an agreement is not reached. She described a recent competition Parma had that had
artists submit a smaller original piece that was enlarged and displayed. This allowed the artists to
maintain ownership of their artwork and saved on the costs of creating a larger piece.
Barton -Bradley Fields Art Project
The volunteers plan on painting on October 23 if the weather cooperates. Commissioners
reviewed the proposed plan which consisted of bright colors on the top of the blocks with polka
dots of the same color and an additional complementary color on the bottom, alternating colors
on the blocks.
Halloween Events
The judges agreed that the Haunted Candy Land on Edgepark Boulevard was the clear winner.
The winner would be announced on Friday. The haunted playground property on Paisley
received an. honorable mention. The addresses of all the entries will be added to the contest
webpage for community members to visit. Since only eight entries were submitted, members
suggested that, in the future, having multiple prizes and sharing information on Instagram could
encourage more participation. There was discussion of various social media platforms and the
types of users and messaging on each one.
