I/ <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF OCTOBER 13, 2021 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers. <br />Present: Greg Malone, Dave Anderson, Darrick Matthews, Humberto Olivos, Tom Patton, Paul <br />Schumann <br />Absent: Julie Nader <br />Staff: Planning Director Kim Lieber, Law Director Michael Gareau, Jr., City Engineer Pietro <br />DiFranco, Administrative Assistant Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of September 8, 2021, motion passed 6-0. <br />NEW BUSINESS <br />21-20496; Sears/Harry Buffalo Lot Split; PPN 236-14-001 <br />Representative: Thomas Tony George, owner of Harry Buffalo <br />Proposal consists of splitting 1.8858 acres from PPN 236-14-001, leaving 15.6358 acres. <br />Property is zoned B-3 General Business. Ms. Lieber said the resulting two parcels will continue <br />to meet minimum lot width, lot depth and lot area. Engineering required a cross access easement <br />providing for the necessary access from the public street system through the remainder parcel. <br />Mr. DiFranco had no objections, contingent upon the access agreement. Mr. Gareau received the <br />access agreement and found it to be in good order. Mr. George thought the lot was a natural split <br />because of the ring road and would allow future development of the property. <br />Mr. Malone moved, seconded by Mr. Schumann, to approve the lot split for 21-20496; <br />Sears/Harry Buffalo; PPN 236-14-001 consisting of splitting 1.8858 acres from PPN 236-14- <br />001, leaving 15.6358 acres, motion passed 6-0. <br />21-20558; Smoke City Vape; 24137 Lorain Road <br />Representatives: Douglas Bercu, one of the owners of Bentley Coe Plaza; Maan Yousef, owner <br />of Jojo's Ohio Vapes <br />Proposal consists of conditional use permit. Property is zoned B -I Local Business. Ms. Lieber <br />reported that in February of 2019, JoJo's Vape Store was granted a conditional use permit by <br />North Olmsted City Council for the retail sale of vape products. At the time, the business was <br />relocating from 25021 Lorain Road to its current location at 24137 Lorain Road. As this was an <br />existing business and the location was coming into greater conformance with the zoning code, <br />City Council waived the spacing and separation requirements of 3,000 feet from the next similar <br />business.
