BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR MARCH 6, 2023 <br />ROLL CALL <br />Mr. Rahm called the meeting to order at 7:00 p.m. in Council Chambers. <br />Present: Dan Rahm, Ralph Mackey, Suzie Patton, Michael Kovach <br />Absent: Bob Papotto <br />Staff. Law Director Michael Gareau, Jr., Director Max Upton, Building Coordinator Katie Seeley, <br />Special Assistant to the Mayor Chuck Massarolo <br />RESIDENTIAL APPEALS AND REQUESTS <br />23-23612; Zafer Sulliman 23323 Westchester Dr. <br />Proposal of a new fence. Property is zoned C -One Family Residence. <br />The following variances are requested: <br />1. A 15 in. variance to the minimum separation between fences on a common property line; <br />code requires 24 in., applicant provides 9 in., Section 1369.03(D) <br />Representatives: Rima Saada 23323 Westchester, Yamen Saada 2227 Northview Rd Rocky <br />River, Sharon Deucher 23339 Westchester. <br />Mr. Saada explained the reason why the variance was requested. He stated a neighbor did not <br />want to remove their fence,and included there were three trees in-between his sisters yard and the <br />neighbors, two of which had been removed specifically to be able to build the fence. At the time <br />the contractor was removing one stump, the neighbor expressed concern that their driveway was <br />becoming damaged and that the removal of the stump would not happen. This left the Sulliman's <br />one option, which was to place the fence 9in from the neighbor's fence. <br />Ms. Seeley stated the building department was not opposed. Ms. Deucher spoke in favor of the <br />variance. <br />Mr. Mackey moved; seconded by Ms. Patton; to approve 23-23612; Zafer Sulliman 23323 <br />Westchester Dr. to move the variance as stated. <br />Board members discussed and all were in favor of the variance. <br />Motion Passed: 4-0 <br />23-23671; William & Kathleen Turvey, 6631 Chadbourne Dr. <br />Proposal is for chickens (hens) to be out in fenced back yard. Property is zoned C -One Family <br />Residence. <br />The following variances are requested: <br />1. A variance to allow chickens (hens) out in fenced back yard of a residential property; <br />code does not permit. Section 1135.02(E)(1)(a) <br />
