General discussion commenced concerning no obligation from the City to interview everyone on the eligible list as well as no obligation for every candidate to go through all steps of the interview- process. Motion by Commissioner Cotofan, seconded by Commissioner Fratini to grant the appeal and reinstate the applicant, Mr. Dolbin, to the Police Officer Lateral Transfer Eligible List. Motion passed unanimously. Mr. France was given the opportunity to voluntarily remove his name from the eligible list and declined. He indicated that he received a letter from the City that his name has been removed from the Police Officer Lateral Transfer Eligible List and wanted to know the reasoning for his removal. He went through the background check, certified agility test, polygraph and interview and is requesting that his name be reinstated on the eligibility list. General discussion followed regarding previous rules in place; no obligation to appoint a candidate. Motion made by Commissioner Fratini, seconded by Commission Flannery to grant the appeal and reinstate the applicant, Matt France, to the Police Officer Lateral Transfer Eligible List. Motion passed unanimously. General discussion commenced regarding the revoked Police Officer Lateral Transfer Eligible List; re -open the Police Officer Lateral Transfer Eligible List; and Entry Level interviews. Motion by Commissioner Cotofan, seconded by Commissioner Fratini to re -open the Police Officer Lateral Transfer Eligible List. Motion passed unanimously. Motion by Commissioner Flannery, seconded by Commissioner Fratini to re -instate the names of Nick Dolbin and Matt France to the Police Officer Lateral Transfer Eligible List. Motion passed unanimously. Discussion followed concerning the Lateral Transfer and Entry -Level lists and working simultaneously as long as they are not for the same vacancy; only a couple of positions available in the Police Department and will use the Entry -Level list to fill those positions; re -open the Lateral Transfer list at a later date and leave open for 60 days due to retirements in 2024; National Testing Network (NTN) is basically used for Entry -Level and Lateral Transfer is an application and meet qualifications process. 2024 Budget Motion by Commissioner Flannery, seconded by Commissioner Fratini to accept the 2024 budget as submitted. Motion passed unanimously. 2023 Calendar Motion by Commissioner Flannery, seconded by Commissioner Fratini to accept the 2024 calendar as submitted. Motion passed unanimously.
