The road. spanning about 6.15 miles. faced challenges such as <br />a significant portion of frontage being parking lots, less than 40% of marked crosswalks for <br />pedestrian safety, and 24% frontage conSiStiUOf curb cuts. The five main goals were to enhance <br />non -motorized traffic safety. reflect community character through place making. promote <br />balanced infrastructure. support accessible transit, and encourage development along the <br />corridor. Collaboration occurred with multiple government aUeneies and partner communities <br />during the planning process. A TOD pilot planning grant for Lorain Road was submitted to the <br />Greater Cleveland Regional Transit Authority. aiming, to connect the count\, line to the red line <br />stop in Ohio City. He emphasized the time sensitivity of City Council's review period extension <br />and clarified that the document served as a flexible framework. <br />In his report, Mr. O'Malle} expressed the importance of the Lorain Road plan as a strategic <br />effort to secure funding for improvements and gain regional recognition. Acknovyledging the <br />challenges, he highlighted the need for federal. state, and county funding to implement desired <br />beautifications. He commended the director for undertaking this crucial planning effort, <br />emphasizing its role in positioning North Olmsted for funding opportunities. He explained that <br />the plan serves as a foundation. allowing the city to guide developers based on the outlined <br />principles. While acknowledging the plan's flexibility, he recommended the commission's <br />review. approval, and favorable recommendation to the City Council. <br />Mr. Olivos inquired about the timeline of the enactment of this study. Director Upton explained <br />that after the Planning Commission's approval and recommendation to the council. the Lorain <br />Road plan will follow a legislative timeline. The legislation will undergo a 30 -day review period. <br />with a second reading on February 6`" and a third reading, on February 201". While this legislative <br />process unfolds. discussions about implementation have already commenced. Collaboration "with <br />the cit\, engineer is underway. focusing on upcoming paying projects from Stearns to <br />Canterbury. The plan's adoption enhances the citv's position when approaching funding agencies <br />for support in realizing the proposed improvements. <br />
