PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES OF OCTOBER 11, 2023 <br />ROLL CALL <br />Mr. Olivos called the meeting to order at 7:00 p.m. <br />Present: Humberto Olivos, Jose Leon, Cary Peeples, Tom David <br />Absent: Mary Ellen Hemann, Mr. Patton <br />Staff. Community Development Coordinator Stephen Holowicki, Assistant Law Director Bryan <br />O'Malley, Engineer Don Sheehy, Administrative Assistant Lyn Wilson. <br />MEETING MINUTES <br />The minutes of February 22, 2023 and March 8, 2023 were approved as written. <br />NEW BUSINESS <br />23-24830; 27932 Lorain Road; Halleen Kia <br />Proposal consists of a new development plan which includes, new construction. building <br />alteration. building addition, site landscaping. signage. <br />Mr. Holowicki introduced the proposal and stated the project involved an extensive renovation of <br />the facility. He continued that it included a lot consolidation of three parcels which would allow <br />for a new showroom. service reception center, and a car wash building. He stated existing <br />structures would be replaced, and the site would feature updated landscaping. He shared that the <br />plans aligned with the relevant site, access, circulation, and parking regulations. He explained the <br />10,000 square foot expansion was part of a four -acre project. He shared that setback variances <br />were approved, but there was a technical zoning discrepancy. This prompted him to request to <br />table the discussion for the Planning Commission review. Mr. Sheehy explained that the <br />engineering department reviewed theplans and, as they stood, found no significant issues with <br />the proposed layout or overall concept. The only noted detail was the proposed driveway on <br />Dewev Road. <br />Mr. O'Malley expressed gratitude for the proposed substantial improvements of the property. He <br />acknowledged the challenges car dealerships faced in maintaining frontage on highways. He <br />mentioned the contentious history with Halleen Kia, citing past legal battles over lighting <br />fixtures and curb cuts. Mr. O'Malley described the current proposal and its similarity to a <br />previous one that let to litigation, and emphasized the curb cut on Dewey Road as a point of <br />contention. He highlighted the city's interest in preserving the residential and commercial <br />property rights and avoiding conflicts. He pointed out concerns about the number of proposed <br />curb cuts and the potential impact on traffic. He discussed the history of zoning and site <br />development issues with Halleen and expressed hope for the successful negotiation. He <br />suggested the commission review and comment on the necessity of the curb cuts and the overall <br />impact on the community. He concluded with appreciation for Halleen's commitment and <br />investment in the city. <br />
