Nicklas Gorbulja and Jeffrey Richards, do not qualify, due to time in rank. Pursuant to Rule III, <br />Promotions, Section 3b, Police Promotions, "... no person in a police department shall be promoted <br />to a position in a higher rank who has not served at least twelve months in the next lower rank." <br />The Secretary prepared a calendar for the Police Lieutenant Promotional Test: on March 4" letters <br />of intent along with the application and posting will be distributed to the qualified candidates: the <br />deadline to submit the letter of intent and application is March 11th; the written examination, which <br />will be held at the police department, will be on April 20'h; the protest period will be on April 22°d <br />in the Caucus room; the online assessment from Pradco will be from May I" through May 7th; <br />interviews with Pradco will be May 81' through May 14th and will be at Pradco with the same <br />assessor for all candidates; the week of May 20th the Commission should receive the results. A <br />suggestion was made to the Commission to hold a special meeting on June 3`d to certify the Police <br />Lieutenant Promotional Ranking List and if there is no other business for the Commission, the June <br />17th meeting can be canceled. <br />Police Lieutenant Huspaska will be retiring in April so there will be no otherpromotions foreseen <br />before the Lieutenant Police Promotional Ranking List expires on February 271h, 2023. <br />General discussion commenced regarding the passing score for the written test, the weights for the <br />written and oral assessment as well as the number of passing candidates to move on to the oral <br />assessment. <br />Motion by Commissioner Flannery, seconded by Commissioner Fratini to set the passing score for <br />the written component of the Promotional Police Lieutenant examination at 70%. <br />Motion passed unanimously. <br />Motion by Commissioner Flannery, seconded by Commissioner Fratini to set the weight for the <br />written examination at 40% and the weight for the oral assessment at 60% and all passing <br />candidates shall move on to the oral assessment. <br />Motion passed unanimously. <br />The testing company will be in touch with the Police Chief regarding the reference list for the <br />posting. <br />Promotional Testing Process <br />General discussion followed regarding a request from the Public Safety Director to add another step <br />in the promotional process. The Commission has the authority to do that pursuant to Rule I11, <br />Section 4. An independent testing agency has been used in the past and is objective and bias. In the <br />past, the Administration and Commission had built a process for Police Chief that involved a two <br />(2) juried system, two (2) groups of stakeholders and members of the administration; and both <br />groups were led by a professional in terms of how to go about the interview process. Historically <br />there is a weighting component between the written and oral assessment. If some portion of the oral <br />assessment is carved off of Pradco and done through a committee you can do that but it would be <br />when, how, whose running it, how it is going to be judged, what percentage will it be. Director <br />Scofield indicated that this is not urgent at this time and is for the Commission's decision to try and <br />add another step for the promotional process to find the candidate that has the most leadership skills <br />that are needed. In the past, the Commission went out for bids for testing companies and they <br />would come in and describe their services to the Commission. Also, the Commission found that <br />there are not a lot of companies interested in doing testing at Iocal levels. Historically, the testing <br />companies take their cues from the administration.
