PLANNING & DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF MARCH 27, 2024 <br /> ROLL CALL <br /> Mr. David called the meeting to order at 7:00 p.m. <br /> Present: Tom David, Humberto Olivos, Jose Leon, Cary Peeples. Paul Shymske, Matt Marrie <br /> Staff: Econ. And Community Development Coordinator Steve Holowicki, City Engineer Jeff <br /> Filarski. Assistant Law Director Bryan O'Malley, Administrative Assistant Lyn Wilson <br /> MEETING MINUTES <br /> The meeting minutes of November 9, 2023 and February 28, 2024 were submitted for approval. <br /> Mr. David moved to approve the minutes as written. All in favor, none opposed. <br /> NEW BUSINESS <br /> PLAN-31-2024; Dog Training Elite; 23150 Lorain Road <br /> This proposal consists of a conditional use permit. <br /> Representative: Joshua Lopez from Valley City, Ohio. <br /> Mr. Holowicki's report detailed a conditional use approval application for a project in the B-1 <br /> Local Business District. The proposed use was animal training, which is a conditional use in this <br /> zone. The conditions outlined included a minimum distance requirement of 100 feet from any <br /> residential zoning district and a minimum lot area of one acre from outdoor runs or exercise <br /> areas, though none were planned for this facility. Additionally, if there were runs, they would <br /> need to be set back 50 feet from property lines and screened by a six-foot privacy fence. <br /> However, since there were no runs planned, these conditions were not applicable. All animal <br /> activities would occur indoors, eliminating concerns about noise, odor, and waste disposal. <br /> Based on these conditions being met, Mr. Holowicki recommended approval to the Planning and <br /> Design Commission. Mr. O'Malley addressed the Planning and Design Commission, <br /> highlighting the general standards for approving a conditional use permit as outlined in code <br /> 1118.06. These standards were broad, covering potential adverse impacts on the surrounding <br /> area, including noise, smoke, and traffic. He emphasized the commission's role in examining any <br /> concerns related to the proposed use and its interaction with existing uses on the property. If <br /> specific issues arose, they would refer to the relevant sections of the code for guidance. <br /> Mr. Lopez presented an overview of Dog Training Elite. Greater Cleveland. a national franchise <br /> specializing in training service dogs for various purposes, including mobility, diabetic alert. <br /> PTSD, and anxiety. He clarified that all operations would be conducted indoors, with no outdoor <br /> runs planned, ensuring that noise and other potential disturbances would be contained within the <br /> building. Mr. Lopez expressed the franchise's commitment to serving the community in North <br /> Olmsted and surrounding suburbs. <br />
