The <br />architect highlighted that flipping the poles to the other side would direct light towards <br />properties, making it harder to control. <br />There was a discussion focused on the height variance needed for the two-story builidng section <br />and cupolas, with the most extreme point being 55 feet. The variance covers the entire front <br />section and the kindergarten area. The city's attorney confirmed that the variance should be <br />considered as one for the maximum height. The site faced challenges, including topsoil removal <br />and stormwater constraints, necessitating extensive drainage solutions and careful traffic <br />management to prevent road backups. The architect discussed varainces needed due to a buried <br />stream on site. This created constraints, leading to setbacks exceeding code limits. They <br />explained that drives and sidewalks, constrained by stormwater and grade changes. couldn't be <br />closer to the building. The need to accommodate traffic flow and safety requirements for <br />playground access further restricted placement. Additionally, the city's traffic engineer required <br />alignment with a signalized four-way intersection at Walter Road, adding to the design <br />challenges. <br />Mr. Kovach motioned to approve the first variance request. the driveway setbacks: seconded by <br />Ms. Patton. <br />Site issues typical for large projects were acknowledged, noting drainage challenges and efforts <br />to meet OFCC requirements. Board members felt the hardships were proven and minimized <br />appropriately without compromising traffic safety, given the site's constraints. <br />Motion passed: 4-0 <br />Mr. Kovach motioned to approve the second variance, the height varaince, with the condition <br />that the height requests are relative to the cupolas; seconded by Ms. Patton. <br />It was noted that the architects and school board presented a drawing showing the variance <br />request for the cupola covering the building's entire footprint. Thye acknowledged that the <br />building height would not change. <br />Motion passed 4-0 <br />Mr. Kovach motioned to approve the third variance; the site lighting setback. seconded by Ms. <br />Patton. <br />It was noted that an alternative to meet the required setback by placing the lights on the other <br />side of the drive was considered but deemed unviable due to increased lighting toward houses. <br />The consideration was appreciated and affirmed that the discussed lighting met public safety <br />needs. <br />Motion passed: 4-0 <br />
