zoning code should be considered. Ms. Parsipour confirmed that everything was checked
according to the ordinance.
Topics were discussed such as traffic flow, parking lot conditions, building orientation, and
parking space requirements for the Texas Roadhouse project. The site plan's unique ingress and
egress were acknowledged, with the circulation considered functional despite not being typical.
Concerns were raised about the condition of the parking lot and whether it would be fully
repaved. The building's orientation and entrance locations were clarified, and it was noted that
the building's footprint matches the former J.C. Penney building. Texas Roadhouse's parking
requirement was mentioned as approximately 200 spaces, with proposed 194 spaces deemed
sufficient for their peak traffic.
Additional comments focused on parking accessibility and landscaping for the proposed
restaurant. It was confirmed that customers can freely park at the mall and walk to the restaurant
without any barriers. Regarding landscaping, the detailed plans included an irrigation system. but
specifics about seasonal changes and flowerbeds were uncertain and required further
clarification. The discussion touched on marketing saturation, age demographics, and parking
considerations for the restaurant. Concerns were raised about the number of handicapped parking
spaces shown in different renderings. The representative assured that they would meet the ADA
code's minimum requirements and would verify if they exceed it. Another question addressed
whether the outdoor patio seating area counted as seating, which was confirmed. with the
mention of potential winter enclosures with clear Plexiglas.
Ms. Hemann motioned to approve and recommend to council 23-25654; Texas Roadhouse: 5100
Great Northern Mall: seconded by Mr. Olivos.
Motion Passed: 5-0
23-25862; Ann Marie Shadrake; 4757 Dover Center Road
Representatives: Ann Marie Shadrake, Doug Klimkowicz on Barton Road, Don Klimkoxvicz
The engineering report outlined the plan to split two rectangular lots into and L-shaped lot and a
smaller lot. Both lots exceeded area requirements and met setback regulations or existing homes.
Approval was recommended pending approval from the board and the county surveyor.
Ms. Christine Burt, a neighbor raised a concern regarding the setback of the rear lot. It was
clarified that the setback met the code requirements.
Ms. Hemann motioned to approve 23-25862: Ann Marie Shadrake: 4757 Dover Center Road:
seconded by Mr. Olivos.
Motion Passed: 5-0
2
