wL
property. Electrical was shown to be ran underground and the addition of a fence was
acknowledged. Tree replacement was discussed with a healthy plan for new trees and shrubs.
Discussion went into the details of the external building materials which were found to be
satisfactory.
Mr. David moved to recommend approval to City Council; 72.2024 J.L. Moore, Inc., 29992
Lorain Road, with the condition of the approval of a lot consolidation; seconded by Mr. Peeples.
Board members discussed the proposal all with positive comments.
Motion passed: 6-0
ORD. 2024-62
This district focused on the Forest School redevelopment as the first test case for this zoning
district, using a form -based code approach. This approach emphasizes the overall aesthetic and
relationship of the development rather than strict setbacks and requirements. To rezone, an
applicant must own at least 1.5 acres and submit a preliminary site plan. This method aims to
increase housing density creatively, addressing challenges posed by outdated zoning codes,
particularly for infill lots.
Mr. David moved to table ORD. 2024-62 to the next PDC meeting date; seconded by Mr.
Shymske.
Motion Passed: 6-0
CI W 1 Iff, 113c
This ordinance establishes the definition of Vape Shops within the City's Code. This was absent
and was pointed out to City staff to which the director relied on provisions allowing
determinations based on similar uses and the city's charter. Legal counsel advised defining "vape
shop" in the code, leading to the inclusion of a definition based on Ohio administrative and
revised codes. This aimed to restrict uses deemed detrimental to public health, safety, and
welfare.
Mr. David moved to table ORD. 2024-73 to the next PDC meeting date; seconded by Mr. Leon.
Motion passed: 6-0
ADJOURNMENT
With no further business before the board, the meeting adjourned at 8:00 p.m.
i
Tom David, Chair
Approved:
Lyn Wilson, Administrative Assistant
