The property was zoned for general office use, not as a recycling collection center. The business <br />involved providing a service, with minimal retail space. Employees mostly used public <br />transportation or Ubers, and parking was sufficient for their needs. Variances were approved for <br />the lot's width, parking spaces, setback, and tree lawn size due to zoning code requirements. The <br />sidewalk and tree lawn had narrower dimensions than the code required, but the design <br />adjustments avoided major redrawing of the building. The sidewalk and tree lawn were <br />consistent with existing conditions in the area. The property was not fully compliant with the <br />new Lorain Road study but was built according to older zoning codes. A road diet was planned <br />for areas west of Stearns Road, which would impact the property's alignment with future plans. <br />Concerns about a buffer zone between the site and a nearby residential property were addressed, <br />with a 20 -foot setback and a six-foot privacy fence added, even though the property was zoned <br />commercial. Landscaping requirements, including trees and shrubs, were met, and a water <br />management system was designed to handle runoff, with water being absorbed into the ground <br />rather than flowing into storm sewers. <br />The applicant spoke to several neighbors, including the person in the yellow house and the State <br />Farm owner. He emphasized that his business, which has been operating for 15 years, focuses on <br />giving people a second chance and supporting employees and their families. The building's <br />exterior would feature dark colors, with a black facade and brown wood accents, though the <br />specific shades were still to be finalized. There were discussions about improving the building's <br />aesthetics, such as extending materials around the sides and adding more landscaping to enhance <br />the overall appearance. The windows would be operable double -hung types. <br />The applicant clarified that their business operates from 7 AM to 5 PM, so there will be minimal <br />lighting, limited to small exterior lights near the back door and the garage, with no parking lot <br />lighting. They also confirmed that the mechanical condensing unit near the driveway will be <br />concealed with landscaping, likely within a mulch bed or behind a board fence. <br />There was concern raised about flooding, but it was assured that the city's engineering review, in <br />compliance with federal and state standards, ensures that stormwater management would meet <br />requirements and not worsen the situation. The applicant's project was viewed as a positive <br />addition to the city, and the landscaping and design were appreciated. <br />One issue was raised regarding the Silver Maple tree, with a recommendation to have it assessed <br />by the city arborist for its viability. Additionally, some board members expressed concerns about <br />the building's aesthetic, particularly the material wrap around the building. The applicant was <br />asked to extend the stone fagade on the sides at least 4 feet to improve the appearance, and this <br />was agreed upon. <br />Mr. David made motioned to recommend approval to City Council; 65-2024 Ohio Junk Force <br />with the following conditions. Conditioned on the City Arborist decision on tree number 27, and <br />number two, that the front stone material wrap at least four feet on each side of the building, east <br />and west side of the building, with updated drawings, four sets of just that drawing, given to the <br />city prior to the City Council meeting; seconded by Mr. Leon. <br />Motion passed: 6-0 <br />
