A recommendation was made to review and possibly update the city's zoning code, especially
given that older codes may not accommodate modern development needs. A case in point was
the George Davis project, which required multiple variances due to outdated multifamily codes.
The land use priority action items include encouraging infill development on vacant lots,
focusing on redevelopment where possible, and addressing potential gaps in transportation
infrastructure. Environmental sustainability and resilience were also highlighted as key elements
to consider in planning future development, along with making sure that the city's design
supports the "20 -minute" concept, where essential services and amenities are within a short walk
from most residents.
The presentation discussed the future land use map and emphasized the importance of creating
a vision for development in the community. Key recommendations included focusing on transit -
oriented development along Lorain Road and improving corporate parks near the mall. There
was also a proposal to repurpose former school sites, with ideas for senior housing and passive
parks in some of those areas. The plan suggested that the city revisit the land use map in three
years to make necessary adjustments.
For transportation, the community is primarily car -oriented, but there's a focus on creating
more multimodal connections, allowing residents to use not just cars, but also public transit,
walking, and biking to get around. Goals for connectivity include expanding public transit
options, improving pedestrian networks, increasing walkability (with the goal of increasing the
walk score by 40%), and creating safer biking infrastructure.
There were future roadway projects proposed, with an emphasis on calming traffic, improving
safety, and making streets more accessible for all users. The goal is to design streets that
accommodate pedestrians, bikers, drivers, and public transit users.
In the transportation action items, key priorities identified from the public meetings included:
• Establishing a community circulator to enhance public transportation, specifically a
connector route between Hopkins International Airport and Great Northern Mall.
• Creating continuous sidewalks and multi -use paths throughout the city, following the
20 -minute suburb concept where essential services are within a short walk or bike ride.
• Conducting a sidewalk audit to address areas that need improvement.
• Improving north -south connectivity and adding marked crosswalks and safety features
to intersections.
• Finalizing the bike network plan to ensure safer and more connected bike routes.
The recommendations reflect a desire to improve accessibility, safety, and convenience for all
modes of transportation, aiming for a more connected and walkable community.
The presentation highlights a comprehensive transportation and housing plan aimed at
enhancing multimodal connectivity and addressing housing needs in North Olmstead.
4
