There were two candidates protesting the same question. First candidate states it was a question taken <br />directly from the book and he states there was an important piece of information left off the question. He <br />then explains why the question "with the regard to arrest" has multiple answers due to probable cause <br />and there needs to be more information. The Law Officers Pocket Manual section 4.9 states if an <br />automobile is involved in criminal activity OR an automobile has evidence of criminal activity then you <br />have probable cause to arrest the occupants in the vehicle. Only B is correct not C according to the <br />candidate protesting. Discussion commenced regarding why the question on the test wasn't verbatim <br />and Commissioner Fratini agrees the question was worded different, Commissioner Flannery agrees. <br />Commissioner Cotofan asks to throw out the question and the Commission agrees. <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to throw out the protested <br />question for the candidates because it wasn't written/ cited directly from the manual. <br />Motion passed unanimously. <br />Police Promotional Captains Ranking List <br />Police Captain Promotional results revealed to the Commission. Discussion commenced regarding <br />seniority credit as this was the only extra credit for this test. Rank #1 Angel Walling and Rank 42 is <br />Daniel Barrett. <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to certify the Police <br />Promotional Captains Ranking List. <br />Motion passed unanimously. <br />V. NEW BUSINESS: <br />Corrections Officer Eligible List (Entry Level) <br />Director of Safety Jennifer Scofield is requesting Corrections Officer Entry Level testing dire to <br />understaffing and a grievance that has been filed. Conversation commenced regarding the jail staff <br />and testing. Bryan O'Malley inquires about NTN testing company, which we already reached to <br />them for it. The Police Department is looking to fill 2 full time and 2 part time positions. <br />Conversation commenced regarding the criteria of the test, age etc. <br />Commission is asked to set a passing score as well as all weighted components. Commissioner <br />Cotofan asked Director of Safety if the Chief had any feedback on the weighted scores, the answer <br />was no. Chief oversees the jail but the Correction Officers will be reporting to the Captain. <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to open up testing through <br />NTN for Corrections Officer testing. <br />Motion passed unanimously. <br />Conversation commenced by Commissioner Cotofan regarding weighting heavy for judgement and <br />Integrity. It was brought up to do 35% for Situational, 35% for Integrity, 10% for counting, 10% <br />reading, 10% writing. Director of Safety suggested the report writing is an important part of the test <br />so it might need a little more consideration. <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to leave passing score at <br />70%. <br />Motion passed unanimously. <br />
