Director Max Upton, City Engineer Don Sheehy, Director of Law Bryan O'Malley <br />Administrative Assistant Lyn Wilson <br />MEETING MINUTES <br />The meeting minutes of October 9, November 13, Decemberl 1, 2024 and January 22, 2025 were <br />submitted for approval; all in favor none opposed. <br />NEW BUSINESS <br />188-2024; Saver's; 26035 Lorain Rd. <br />Representatives: Chris Blurton, Chad Cluff <br />The project involved repurposing a B3 General Business -zoned building for a thrift store, with <br />plans for a donation drive -up and a new door for the donation center. The city staff requested <br />clarification on two points: a photometric plan for exterior lighting and compliance with the <br />building code, and additional trees for screening on Brook Park Road, which the applicant <br />declined. The photometric plan provided lacked details for some doors and cut sheets. A traffic <br />circulation plan was proposed that affected 21 parking spaces. Due to a deficiency in parking, the <br />plan required removing more spaces for safe circulation. The city's master plan, which <br />discouraged further used merchandise stores due to market surplus, was also a consideration, as <br />the proposed use did not align with this plan. <br />The City Engineer reviewed the project, noting that the survey used for the plans was outdated, <br />dating back to 1996 with a 2007 update, meaning some features might not be captured <br />accurately. He highlighted concerns with the truck maneuvering area, where a semi would enter <br />from Lorain Road and navigate a narrow space with a hydrant and bollards. This setup created <br />challenges, as the truck could potentially drive over a curb. Additionally, the proposed layout <br />mixed truck operations with customer drop-offs, creating safety issues. The limited space for <br />maneuvering and parking, combined with other service needs for the building, made the plan <br />problematic. The engineer suggested removing parking spaces to improve the flow but pointed <br />out that the outdated survey made the analysis uncertain. <br />It was clarified that the proposed use was permitted, and the commission's focus should be on <br />reviewing the development plan, particularly the drive-through lane, under the relevant <br />guidelines.
