w� <br />BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR APRIL 7, 2025 <br />ROLL CALL <br />Mr. Kovach called the meeting to order at 7:05 p.m. in Council Chambers. <br />Present: Bob Papotto, Ralph Mackey, Roxana Galateanu, Mike Kovach, Neil Ammons <br />Staff Building Coordinator Katie Seeley, Law Director Michael Gareau, Administrative <br />Assistant Lyn Wilson <br />MEETING MINUTES <br />The meeting minutes of March 3, 2025 were approved; all in favor, none opposed. <br />RESIDENTIAL APPEALS AND REQUESTS <br />228-2025; Robert Phelps; 4633 Andorra Rd. <br />Representative: Bob Phelps <br />A variance request was reviewed for the storage of a utility trailer in the front yard of a <br />residential property from November through March, exceeding the code's limit of 28 days per <br />year. The trailer, used to store a golf cart, had been parked there for nearly three years. The <br />applicant cited utility lines and space constraints as reasons for not placing it in the backyard and <br />admitted no permit was obtained for a concrete pad installed for the trailer. Board members <br />expressed concerns about code violations, lack of demonstrated hardship, and absence of proper <br />permits or inspections. <br />Mr. Mackey moved to approve 228-2025; Robert Phelps; 4633 Andorra Rd.; seconded by Mr. <br />Papotto. <br />Motion Failed: 4-1 <br />231-2025; Jacob Wick; 28538 Lynhaven Dr. <br />Representatives: Jacob Wick <br />A variance request was reviewed for a second storage shed on a residential property, exceeding <br />the code limit of one shed and the combined size allowance of 150 square feet. The applicant had <br />two sheds totaling 216 square feet. A permit had not initially been obtained but was later <br />submitted after a zoning inspector's visit prompted by an anonymous complaint. The second shed <br />was already constructed and located in a floodplain, though approved by the city engineer due to <br />
