Michael Essary, the electrical contractor, explained that other potential locations (side or front <br />yards) posed safety risks or would require additional variances. The selected location is screened <br />by a privacy fence and a shed, minimizing noise impact on neighbors. The generator runs at 66 <br />decibels and will be tested weekly for five minutes during the day. Despite its size (24 kW), the <br />generator's noise and footprint are consistent with smaller models. <br />City staff confirmed the proposal meets safety noise standards and that placing the unit in the <br />rear yard requires only one variance, as opposed to multiple if placed elsewhere. The board <br />discussed concealment, potential alternate locations, and compliance with local decibel <br />ordinances. The request sought a 630-square-foot variance, as the proposed <br />structure would total 930 square feet, while the city code permits only 300 square feet for such <br />buildings. The proposed layout includes a 22' x 30' workshop and a 9' x 30' covered patio, <br />totaling 31' x 30'. <br />Mr. Wagner explained that he plans to demolish an existing barn, currently around 600-700 <br />square feet, that previously housed horses but no longer meets safety standards. The new <br />structure will offer a more modern, open layout, better door access, and expanded outdoor <br />workspace via the covered patio. It will be used for woodworking, equipment storage, and some <br />attic storage. <br />Mr. Wagner emphasized that the new structure would maintain the same use as the old barn and <br />that all neighbors were informed, with none voicing objections. The property is 1.42 acres <br />(61,855 sq. ft.), which supports the scale of the proposed building. Board members clarified the <br />demolition and rebuild plan, and the Building Department and Director Upton had no additional <br />comments.
