The plan supported infill development,mixed-use <br /> housing, and sustainable practices consistent with the community's goals. <br /> Previous site designs showed iterations from 68 units to 45 units. The current plan maintained 45 <br /> units but included revisions to orient one building toward Butternut Ridge Road based on earlier <br /> feedback. The new layout improved street presence and integrated green and community spaces. <br /> Population trends were noted,highlighting a decline since 1980 due to aging housing stock and <br /> lack of new development.The comprehensive plan emphasized the need for housing upgrades to <br /> remain competitive and attract residents. <br /> The report concluded that the project met the city's long-term goals, and the developer <br /> demonstrated cooperation and responsiveness.Approval was recommended with three <br /> conditions:preservation and restoration of the historic house under the Landmarks <br /> Commission's Certificate of Appropriateness, legal review of the homeowners association <br /> declarations,and final approval contingent on zoning approval. <br /> Comments were made in support of the director's report and the three recommended conditions. <br /> It was noted that further details would need to be addressed regarding the homeowners <br /> association declarations and the preservation of the historic house. The project was emphasized <br /> as being at the start of the process,with rezoning still required to change the property from <br /> single-family to planned development. The importance of adhering to the city's master plan was <br /> reiterated, as directed by the charter,which outlines the Planning Commission's responsibility to <br /> 1 <br />
